A BILL TO BE ENTITLED
AN ACT
To amend an Act to reconstitute the Board of Education of Catoo sa County, Georgia,1
approved March 30, 1993 (Ga. L. 1993, p. 4258), as amended, so as to require such board2
to adopt a balanced budget; to provide that if the Quality Basic Education Formula is fully3
funded by state appropriations such budget shall be balanced without spending down fiscal4
reserves; to provide for related matters; to repeal conflicting laws; and for other purposes.5
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:6
SECTION 1.7
An Act to reconstitute the Board of Education of Catoosa County , Georgia, approved8
March 30, 1993 (Ga. L. 1993, p. 4258), as amended, is amended by adding a new section to9
read as follows:10
"SECTION 8.1.11
(a) The budget for the Catoosa County School District as finally amended and adopted by12
the Catoosa County Board of Education must provide for all expenditures required by law13
and for all debt service requirements for the ensuing fiscal year, and the total appropriations14
from any fund shall not exceed the estimated fund balance, reserves, and revenues. 15

(b) For any fiscal year in which the General Assembly through the General Appropriations16
Act establishes a base amount for the Quality Basic Education Formula so as to achieve the17
full funding of the applicable provisions of the Quality Basic Education Act, Article 6 of18
Chapter 2 of Title 20 of the O.C.G.A., the budget provided for in subsection (a) of this19
section shall be balanced without the expenditure of fiscal reserves.20
(c) Subsection (b) of this section shall not apply in the even t of declared states of21
emergency or in the event that actual revenue received by the school district does not meet22
anticipated revenue collections and the cause of such revenue s hortfall is beyond the23
control of the school district."24
SECTION 2.25
All laws and parts of laws in conflict with this Act are repealed.26
