25 LC 39 4606S Senate Resolution 7 By: Senator Dolezal of the 27th AS PASSED A RESOLUTION Dedicating certain portions of the state highway system; and for other purposes.1 PART I2 WHEREAS, the dedication of the Dr. Robert F. Sullivan Memorial Highway was sponsored3 by Senator Bo Hatchett as SR 583 in the 2024 Session; and4 WHEREAS, Dr. Robert F. Sullivan has long been recognized by the citizens of this state for5 the vital role that he has played in leadership and his deep pe rsonal commitment to the6 welfare of the citizens of Georgia; and7 WHEREAS, Dr. Sullivan was born on September 21, 1927, the belov ed son of Franklin8 Clyde and Minnie Valdivia "Dee" Gillespie Sullivan and served as a guardian of this nation's9 freedom and liberty with the United States Navy during the Korean War; and10 WHEREAS, Dr. Sullivan earned his medical degree from Emory Univ ersity, began his11 medical practice in Carnesville, Georgia, in 1957, and served a s chief of staff for Cobb12 Memorial Hospital in Royston, Georgia; and13 S. R. 7 - 1 - 25 LC 39 4606S WHEREAS, he diligently and conscientiously devoted innumerable hours of his time,14 talents, and energy toward the betterment of his community and state as evidenced15 dramatically by his superlative service as president of the Carnesville Lions Club; and16 WHEREAS, a man of deep and abiding faith, Dr. Sullivan was a li felong member of17 Carnesville Methodist Church; and18 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished19 Georgian be recognized appropriately by dedicating a road in his memory.20 PART II21 WHEREAS, the dedication of the Lary Jack Moree Memorial Bridge was sponsored by22 Senator Sam Watson as SR 612 in the 2024 Session; and23 WHEREAS, Mr. Lary Jack Moree has long been recognized by the citizens of this state for24 the vital role that he played in leadership and his deep personal commitment to the welfare25 of the citizens of Georgia; and26 WHEREAS, Mr. Moree was born on November 9, 1942, the beloved son of R.V. and Miltie27 Jeanette Johnson Moree and was the owner and operator of Moree' s Grocery and Liquor28 Store, the family business he took over from his father; and29 WHEREAS, an avid golfer, Mr. Moree gave inspiration to many thr ough his high ideals,30 morals, and deep concern for his fellow citizens; and31 WHEREAS, the devotion, patience, and understanding Mr. Moree de monstrated to his32 family and friends were admired by others; and33 S. R. 7 - 2 - 25 LC 39 4606S WHEREAS, he was a person of magnanimous strengths with an unimpeachable reputation34 for integrity, intelligence, fairness, and kindness, and by the example he made of his life, he35 made this world a better place in which to live; and36 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished37 Georgian be recognized appropriately by dedicating a bridge in his memory.38 PART III39 WHEREAS, the dedication of the "Coach" Jerry L. Waller, Sr., an d Frances R. Waller40 Memorial Intersection was sponsored by Senator Steve Gooch as S R 633 in the 202441 Session; and42 WHEREAS, Jerry Lee Waller, Sr., was born in Cobb County to the late Gordon Lee Waller43 and Frances Ocille Smith Waller on March 12, 1938, and was call ed home to be with the44 Lord on September 13, 2006; and45 WHEREAS, Mary Frances Rogers Waller, who went by Frances, was born in Cohutta to the46 late Lloyd Rogers and Ethel Oliver Rogers on July 5, 1940, and was called home to be with47 the Lord on March 27, 2022; and48 WHEREAS, Jerry and Frances met and fell in love at Berry Colleg e in Rome, Georgia,49 married on August 26, 1961, and built their lives together and raised a family encompassing50 six children, 14 grandchildren, and growing numbers of great-grandchildren; and51 WHEREAS, from 1966 and thereafter, Jerry and Frances raised the ir family in the same52 home on Lakewood Drive until their passings and played important roles in their community53 and in their church, the Gospel Light Baptist Tabernacle; and54 S. R. 7 - 3 - 25 LC 39 4606S WHEREAS, Jerry began his career as a school teacher along with Frances before moving55 back to Cobb County to join the manufacturing industry, culmina ting in almost 25 years56 working for Lockheed Martin in Marietta supporting the production of C-130s; and57 WHEREAS, Frances's passion was for education and children which was demonstrated by58 her calling to be an elementary school teacher with over 20 years of service at four schools:59 Coosa Elementary, Johnson Elementary, Lockheed Elementary, and Marietta Christian60 School; and61 WHEREAS, Frances never stopped being an educator, with a great sense of dry humor, to62 the young and the old until the day she left this world; and63 WHEREAS, Jerry and Frances made youth baseball and sports a family endeavor, making64 Adams Park in Kennesaw a second home with five children cycling through the park for over65 two decades; and66 WHEREAS, Jerry inspired leadership traits in his children through taking on various roles67 including coach, umpire, and president of the Kennesaw Baseball Association; and68 WHEREAS, Jerry, a deacon, and Frances, a Sunday school teacher, were anchored by their69 faith and called to serve family, friends, and strangers by opening up their home and offering70 their resources to those in need for over 45 years; and71 WHEREAS, it is abundantly fitting and proper that these remarka ble and distinguished72 Georgians be appropriately recognized by dedicating an intersection in their memory.73 S. R. 7 - 4 - 25 LC 39 4606S PART IV74 WHEREAS, the dedication of the Dr. Jim Morrow Memorial Intersection was sponsored by75 Senator Greg Dolezal as SR 631 in the 2024 Session; and76 WHEREAS, Dr. Jim Morrow dedicated 43 years to providing compassionate care as a family77 medicine physician, a gifted diagnostician, and a beloved frien d to his patients and78 colleagues; and79 WHEREAS, a graduate of Clemson University and the University of South Carolina,80 Dr. Morrow was the CEO of Morrow Family Medicine, a state of the art family practice in81 Cumming, Georgia, for ten years, where he was adored by his staff as a mentor, a friend, and82 a trusted physician and earned the titles of the "Top 25 Place to Work in Atlanta" and the83 "Best in Forsyth" in family medicine; and84 WHEREAS, Dr. Morrow's leadership was invaluable to organization s such as the85 Certification Commission for Healthcare Information Technology and the Health86 Information Management and Systems Society (HIMSS); and87 WHEREAS, his talent was recognized with numerous honors and awards, including the 201488 Steve Bloom Entrepreneur of the Year by the Cumming Forsyth Chamber of Commerce, the89 Phoenix Award as Community Leader of the Year from the Metro At lanta Chamber of90 Commerce, the HIMSS Primary Care Davies Award, the HIMSS Physician IT Leader of the91 Year, and the Distinguished Humanitarian Physician Alumni of th e Year Award from the92 University of South Carolina School of Medicine; and93 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished94 Georgian be appropriately recognized by dedicating an intersection in his memory.95 S. R. 7 - 5 - 25 LC 39 4606S PART V96 WHEREAS, the dedication of the Mr. Joseph Donald "J.D." Winston Memorial Intersection97 was sponsored by Senator Nan Orrock as SR 774 in the 2024 Session; and98 WHEREAS, Mr. Joseph Donald "J.D." Winston was born on March 30, 1915, in Lanette,99 Alabama, the youngest of 11 siblings born to Hope and Mary Winston; and100 WHEREAS, a graduate of Washington High School in Atlanta, Georg ia, Mr. Winston101 attended Clark College and dedicated his life to enriching and uplifting young children at the102 historic Butler Street YMCA, which served as the only Black YMCA in the city; and103 WHEREAS, while at the Butler Street YMCA, he served as a mentor to future leaders such104 as Dr. Martin Luther King, Jr., Vernon Jordan, Jesse Hill, Herman Russell, Maynard Jackson,105 Walt Frazier, Ambassador Andrew Young, and countless others; and106 WHEREAS, his contributions to the community were recognized in 1995 when the Butler107 Street YMCA constructed a new branch and named the facility the J.D. Winston YMCA; and108 WHEREAS, a man of deep and abiding faith, Mr. Winston was an ac tive and faithful109 member of the Second Mt. Zion Baptist Church, where he served i n numerous capacities,110 including as a Sunday school teacher; and111 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished112 Georgian be appropriately recognized by dedicating an intersection in his memory.113 S. R. 7 - 6 - 25 LC 39 4606S PART VI114 WHEREAS, the dedication of the Lawhorne Memorial Intersection w as sponsored by115 Representative Brent Cox as HR 1118 in the 2024 Session; and116 WHEREAS, Kristi Jayne, Karolyn "Karri" Marie, and Tabbatha Rene ' Lawhorne passed117 away in a tragic car accident on May 17, 1998; and118 WHEREAS, Kristi Jayne Lawhorne was born on May 16, 1980, and wa s a cheerleader,119 cross-country runner, and a budding actress; and120 WHEREAS, Kristi Jayne had a great love for Jesus and after her passing it was discovered121 that she had a list of over 100 people for whom she prayed daily; and122 WHEREAS, Tabbatha Rene' Lawhorne was born in June 18, 1982, and was a standout soccer123 and softball player; and124 WHEREAS, Tabbatha was a compassionate and generous soul, who went out of her way to125 help others in their time of need; and126 WHEREAS, Karolyn "Karri" Marie Lawhorne was born on December 18 , 1983, and was127 beautiful both inside and out; and128 WHEREAS, Karri loved her family and friends fiercely and was kn own as the life of the129 party as a talented singer, star athlete, and an amazing artist; and130 WHEREAS, it is abundantly fitting and proper that these remarka ble and distinguished131 Georgians be recognized appropriately by dedicating an intersection in their memory.132 S. R. 7 - 7 - 25 LC 39 4606S PART VII133 WHEREAS, the dedication of the Michael Anthony Woodall Memorial Intersection was134 sponsored by Representative Patty Marie Stinson as HR 1162 in the 2024 Session; and135 WHEREAS, Mr. Michael Anthony Woodall was a dedicated and faithf ul public servant136 whose life was tragically cut short on June 15, 2023, during service as the District 3 assistant137 highway maintenance foreman with the Georgia Department of Transportation; and138 WHEREAS, Mr. Woodall diligently and conscientiously devoted innumerable hours of his139 time, talents, and energy toward the betterment of his communit y and state as evidenced140 dramatically by his superlative service after numerous severe weather incidents in this state;141 and142 WHEREAS, he played a vital role for the Georgia Department of T ransportation and was143 known for his willingness to do whatever was necessary to ensur e roads in this state were144 clear and safe for travel; and145 WHEREAS, Mr. Woodall began his career with the department in 20 18 as an equipment146 operator and worked his way up to assistant foreman in Columbus; and147 WHEREAS, he was known by his colleagues and others as a very kind and generous person148 who was always willing to help and who never once hesitated whe n performing his job149 duties; and150 WHEREAS, Mr. Woodall will always be remembered for his love of the outdoors, the151 Georgia Bulldogs, and his unyielding commitment that set the standard for public service;152 and153 S. R. 7 - 8 - 25 LC 39 4606S WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished154 Georgian be appropriately recognized by dedicating an intersection in his memory.155 PART VIII156 WHEREAS, the dedication of the George R. Eusner Memorial Bridge was sponsored by157 Representative Patty Marie Stinson as HR 1227 in the 2024 Session; and158 WHEREAS, Mr. George R. Eusner was raised in Monticello, New York, and graduated from159 Virginia Polytechnic Institute in 1942; and160 WHEREAS, his work transformed the refractory industry, as the v ice president of the161 refractories and mineral technologies division at U.S. Steel and executive vice president of162 Davis Fire Brick Company; and163 WHEREAS, in 1964, Mr. Eusner saw a need for calcined mullite for the refractory market,164 which led him to Andersonville, Georgia, where local raw materials were available through165 the Georgia Kaolin Company, and he joined forces with Mr. Lewis Eastern, mayor of166 Andersonville, to build a small plant that could produce 50 ton s per week of high-quality167 calcine mullite; and168 WHEREAS, he founded Mullite Company of America shortly thereafter, which became a169 major player in the industry known for its innovative technology and commitment to quality,170 and it continues to make a positive economic impact for Sumter, Schley, and Macon171 counties; and172 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished173 Georgian be recognized appropriately by dedicating a bridge in his memory.174 S. R. 7 - 9 - 25 LC 39 4606S PART IX175 WHEREAS, the dedication of the US Army Cpl. Dewey E. Lewis Jr., Memorial Bridge was176 sponsored by Representative John Corbett as HR 1228 in the 2024 Session; and177 WHEREAS, our nation's security continues to rely on patriotic m en and women who put178 their personal lives on hold in order to place themselves in ha rm's way to protect the179 freedoms that all United States citizens cherish; and180 WHEREAS, Corporal Dewey E. Rewis, Jr., was a guardian of this n ation's freedom and181 liberty with the United States Army, serving in the Korean War; and182 WHEREAS, Corporal Rewis was reported missing in action on December 2, 1950, after his183 unit came under attack during an advance along the eastern banks of the Chosin Reservoir184 in North Korea; and185 WHEREAS, it was reported that Corporal Rewis was held as a prisoner of war and died in186 an area called the Death Valley, which served as a collection p oint for United Nations187 prisoners, but his remains were not returned home to his family and accounted for until188 October 25, 2022; and189 WHEREAS, Corporal Rewis demonstrated selfless service to this nation and his unyielding190 commitment to protecting the people and ideals of the United States in giving the ultimate191 sacrifice will be remembered always; and192 WHEREAS, he embodied the spirit of service, willing to find meaning in something greater193 than himself and it is abundantly fitting and proper that this remarkable and distinguished194 Georgian be recognized appropriately by dedicating a bridge in his memory.195 S. R. 7 - 10 - 25 LC 39 4606S PART X196 WHEREAS, the dedication of the Chairman Pete Liakakis Memorial Highway was197 sponsored by Representative Carl Gilliard as HR 1250 in the 2024 Session; and198 WHEREAS, Mr. Peter "Pete" Liakakis was born on January 9, 1932, in Savannah, Georgia,199 and attended Savannah High School; and200 WHEREAS, he served as a guardian of this nation's freedom and l iberty with the United201 States Air Force, was trained as a bomb disposal expert, and worked as the deputy director202 of civil defense during the Cold War Era and as a covert intelligence officer; and203 WHEREAS, Mr. Liakakis operated several firework retail stores i n Savannah and a small204 chain of Pal Convenience Stores before founding the United Security Agency and later the205 United Detective Agency, where he earned a well deserved reputation for getting results for206 his clients; and207 WHEREAS, he provided security detail for the stars and sets of several movies filmed in208 Savannah and went on to co-produce films and television program s with Burt Reynolds209 through their production company, Sun Classic Pictures; and210 WHEREAS, later in life, Mr. Liakakis worked in politics as a campaign manager and adviser211 before running for office himself in 1995 at age 63, when he was elected as alderman at large212 for the Savannah City Council; and213 WHEREAS, he later served on the Chatham County Board of Commissioners as chairman214 and held leadership roles for the Chatham Area Transit Authority, the executive committee215 S. R. 7 - 11 - 25 LC 39 4606S of the American Cancer Society, Savannah Tech Foundation, and t he Beach Institute, to216 name just a few; and217 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished218 Georgian be recognized appropriately by dedicating a road in his memory.219 PART XI220 WHEREAS, the dedication of the Frances Bright Johnson Memorial Interchange was221 sponsored by Representative Carl Gilliard as HR 1251 in the 2024 Session; and222 WHEREAS, Mrs. Frances Bright Johnson was born on April 17, 1937, the beloved daughter223 of Robert Bryant, Sr., and Rosa Lee Williams; and224 WHEREAS, Mrs. Johnson was raised in Garden City, Georgia, and graduated from Richard225 Arnold High School; and226 WHEREAS, an active leader of her community, Mrs. Johnson was a lifetime member of the227 NAACP, served for ten years as chairperson of the Political Adv isory Council, was a228 member of the Chatham County Federation of Democratic Women, an d was a member of229 the YMCA and YWCA Executive Board Democratic Forum; and230 WHEREAS, Mrs. Johnson's significant organizational and leadership talents, her remarkable231 patience and diplomacy, her keen sense of vision, and her sensi tivity to the needs of the232 citizens of this state earned her the respect and admiration of her colleagues and associates;233 and234 S. R. 7 - 12 - 25 LC 39 4606S WHEREAS, she was a person of magnanimous strengths with an unimpeachable reputation235 for integrity, intelligence, fairness, and kindness; and236 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished237 Georgian be recognized appropriately by dedicating an interchange in her memory.238 PART XII239 WHEREAS, the dedication of the Rev. Dr. Hosea Williams and Rep. Juanita T. Williams240 Memorial Interchange was sponsored by Representative Carl Gilli ard as HR 1253 in the241 2024 Session; and242 WHEREAS, Rev. Dr. Hosea L. Williams and Rep. Juanita T. William s have long been243 recognized by the citizens of this state for the vital roles that they have played in leadership244 and their deep personal commitment to the welfare of the citizens of Georgia; and245 WHEREAS, Rev. Dr. Hosea L. Williams was a renowned civil rights leader whose work was246 crucial in achieving one of the civil rights movement's greatest accomplishments, the passage247 of the 1964 Civil Rights Bill and the 1965 Voting Rights Act; and248 WHEREAS, born on January 5, 1926, Rev. Dr. Williams was orphaned at the age of ten after249 his blind mother passed away, yet he went on to earn a bachelor's degree in chemistry from250 Morris Brown College, earn a Purple Heart for his heroic service during World War II, and251 become a renowned research chemist with the United States Department of Agriculture; and252 WHEREAS, Rep. Juanita Williams graduated third in her class at Savannah State College253 an earned a master's degree from Atlanta University; and254 S. R. 7 - 13 - 25 LC 39 4606S WHEREAS, she was elected to the Georgia House of Representatives in 1984 and diligently255 and conscientiously devoted innumerable hours of her time, talents, and energy toward the256 betterment of her community and state for four terms; and257 WHEREAS, following the teachings of Dr. Martin Luther King, Jr., to "clothe the naked and258 feed the hungry," Rev. Dr. and Rep. Williams founded the Hosea Feed the Hungry and259 Homeless aid organization in 1970, which is currently the largest direct-to-client food service260 organization in the Southeast and a provider of medical and edu cational aid in Haiti and261 Philippines; and262 WHEREAS, it is abundantly fitting and proper that these remarka ble and distinguished263 Georgians be appropriately recognized by dedicating an interchange in their memory.264 PART XIII265 WHEREAS, the dedication of the Bobby Thomas Highway was sponsored by Representative266 Lauren McDonald, III, as HR 1300 in the 2024 Session; and267 WHEREAS, Mr. Bobby Thomas was born in 1946 in Cumming, Georgia, graduated from268 Forsyth County High School, and earned a bachelor's degree from the Georgia Institute of269 Technology; and270 WHEREAS, he served as a guardian of this nation's freedom and l iberty with the United271 States Navy; and272 WHEREAS, the Thomas family roots in Forsyth County run deep, with the family's origins273 dating to before the Civil War and operating the Thomas Lumber Company since 1927; and274 S. R. 7 - 14 - 25 LC 39 4606S WHEREAS, as the current owner of Thomas Lumber Company, Mr. Thomas takes pride in275 providing customers with the highest quality lumber products in pine, cypress, Brazilian276 hardwood, and cedar; and277 WHEREAS, Mr. Thomas' significant organizational and leadership talents have been278 invaluable to numerous organizations, including the Cumming-Forsyth County Chamber of279 Commerce, Rotary Club of Forsyth County, and the board of Peopl e's Bank of Forsyth280 County; and281 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished282 Georgian be appropriately recognized by dedicating a road in his honor.283 PART XIV284 WHEREAS, the dedication of the Jeff Downing Intersection was sp onsored by285 Representative Rick Jasperse as HR 1325 in the 2024 Session; and286 WHEREAS, Mr. Jeff Downing has long been recognized by the citizens of Pickens County287 and this state for the vital leadership role that he has played in his community and the288 supermarket industry; and289 WHEREAS, Mr. Downing began his grocery career in the tenth grade, working his way up290 to leadership positions for Big Star Food Markets and A&P; and291 WHEREAS, in 2002, Mr. Downing and his wife Sandy opened and operated Foothills IGA292 in Marble Hill, Georgia, until his retirement in 2023; and293 S. R. 7 - 15 - 25 LC 39 4606S WHEREAS, Mr. Downing has earned many professional awards, including the IGA 2015294 USA International Retailer of the Year award and the Georgia Food Industry Association's295 2015 Legacy Award; and296 WHEREAS, he has served in leadership positions in a number of p hilanthropic297 organizations, including the Pickens County Chamber of Commerce, Good Samaritan Health298 and Wellness Center, CARES food bank, Rotary Club, Hope House, Pickens Ferst299 Foundation for Childhood Literacy, Georgia Food Industry Associ ation, and the Georgia300 Food Industry Education Foundation; and301 WHEREAS, Mr. Downing was named 2014 Pickens County Citizen of the Year in honor of302 his leadership and his service to the community; and303 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished304 Georgian be appropriately recognized by dedicating an intersection in his honor.305 PART XV306 WHEREAS, the dedication of the Maceo A. Brown Memorial Intersec tion was sponsored307 by Representative Mesha Mainor as HR 1326 in the 2024 Session; and308 WHEREAS, Mr. Maceo A. Brown was born in Atlanta, Georgia, and attended Henry McNeil309 Turner High School; and310 WHEREAS, he became a certified electrician in 1974 and began his own business, Maceo A.311 Brown Electrical Contractors, which provides residential and commercial electrical services;312 and313 S. R. 7 - 16 - 25 LC 39 4606S WHEREAS, Mr. Brown established System 5 Electronics, which prov ides residential and314 commercial alarm system installation and monitoring; and315 WHEREAS, in 2007, he founded MACEO's Kids, Inc., (Mentoring Asp iring CEO's), to316 bring intelligent, compassionate, and dedicated members of the business community together317 in pursuit of providing local youth with the opportunities and tools to grow as successful318 members of society; and319 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished320 Georgian be appropriately recognized by dedicating an intersection in his memory.321 PART XVI322 WHEREAS, the dedication of the Carolyn Long Banks Memorial Intersection was sponsored323 by Representative Mesha Mainor as HR 1327 in the 2024 Session; and324 WHEREAS, Mrs. Carolyn Lucille Long Banks was born on October 30 , 1940, in Atlanta,325 Georgia, the beloved daughter of Mr. Ralph A. Long, Sr., and Mr s. Rubye Carolyn Hall326 Long; and327 WHEREAS, a graduate of Turner High School, Mrs. Banks attended Clark College where328 she became an active leader with the Atlanta Student Movement, which was a formidable329 force for change and mobilized students for marches, sit ins, and boycotts for civil rights and330 justice; and331 WHEREAS, her leadership and dedication helped the Atlanta Stude nt Movement see the332 integration of local businesses and city facilities; and333 S. R. 7 - 17 - 25 LC 39 4606S WHEREAS, in 1980, Mrs. Banks became the first African American woman to serve on the334 Atlanta City Council, where she spearheaded Atlanta's Proctor Creek Infrastructure Plan to335 support African American communities and co-sponsored the Freed om Parkway336 compromise; and337 WHEREAS, she initiated a Children's Defense Fund partnership with cities across the nation338 to improve youth civic engagement and served as president of the National League of Cities;339 and340 WHEREAS, Mrs. Banks was a member of the University of Georgia Municipal Leadership341 Institute, Delta Sigma Theta Sorority, Inc., Leadership Atlanta , Atlanta Business League,342 NAACP, National Coalition of 100 Black Women, and Southwest Cascade Garden Club; and343 WHEREAS, it is abundantly fitting and proper that this remarkab le and distinguished344 Georgian be appropriately recognized by dedicating an intersection in her memory.345 PART XVII346 WHEREAS, the dedication of the Douglas "Doug" H. Garrison Memorial Interchange was347 sponsored by Representative Holt Persinger as HR 1328 in the 2024 Session; and348 WHEREAS, the State of Georgia mourns the loss of one of its most distinguished citizens349 with the passing of Mr. Douglas "Doug" H.
