25 LC 112 2754 House Resolution 68 By: Representatives Glaize of the 67th, Dawson of the 65th, Jackson of the 68th, Willis of the 55th, and Schofield of the 63rd A RESOLUTION Supporting the revision of the Quality Basic Education and Full -Time Equivalent funding1 formulas; and for other purposes.2 WHEREAS, the Quality Basic Education (QBE) and Full-Time Equivalent (FTE) funding3 formulas are essential mechanisms for allocating resources to p ublic schools in Georgia,4 ensuring that all students receive a quality education; and5 WHEREAS, the current QBE and FTE formulas may not adequately ad dress the diverse6 needs of all students, particularly those requiring additional support through wraparound7 services to thrive academically and socially; and8 WHEREAS, wraparound services, including mental health support, counseling, health9 services, and family engagement initiatives, are critical for removing barriers to learning and10 promoting a holistic approach to education; and11 WHEREAS, federal funding titles provide essential resources aim ed at improving12 educational outcomes for various student populations, including Title I: Improving the13 Academic Achievement of the Disadvantaged; Title II: Preparing, Training, and Recruiting14 High-Quality Teachers, Principals, and Other School Leaders; Title III: Language Instruction15 H. R. 68 - 1 - 25 LC 112 2754 for English Learners and Immigrant Students; Title IV: 21st Cen tury Schools; Title V:16 Flexibility and Accountability; Title VI: Indian, Native Hawaii an, and Alaska Native17 Education; Title VII: Impact Aid; and Title IX: Education for Homeless Children and Youth;18 and19 WHEREAS, additional federal provisions, including those under t he Americans with20 Disabilities Act (ADA) and Civil Rights Act of 1964, ensure pro tections against21 discrimination and promote access to education for all students.22 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that23 the members of this body support efforts to conduct a comprehensive revision of the Quality24 Basic Education and Full-Time Equivalent funding formulas to ensure that they adequately25 meet the needs of all students, particularly through the implem entation and funding of26 wraparound services.27 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized28 and directed to make appropriate copies of this resolution avai lable for distribution to the29 public and the press.30 H.
