25 LC 112 2837 Senate Resolution 110 By: Senators Halpern of the 39th, Parent of the 44th, Jones II of the 22nd, Mangham of the 55th, Esteves of the 35th and others A RESOLUTION Recognizing the rise of cardiovascular disease as the world's l eading cause of death and1 disability and supporting the recognition of February 2025 as American Heart Month; and2 for other purposes.3 WHEREAS, more than 350,000 people experience cardiac arrest outside of a hospital each4 year, with approximately 70 percent occurring at home and only about one in ten surviving;5 and6 WHEREAS, more than 23,000 children under the age of 18 experience cardiac arrest outside7 of a hospital each year in the United States, with nearly 40 pe rcent of these cases being8 sports-related; and9 WHEREAS, CPR, especially when performed immediately, can double or triple a person's10 chance of survival, yet only about 46 percent of people who experience cardiac arrest receive11 CPR from bystanders while waiting for emergency responders to arrive; and12 WHEREAS, effective solutions to improve survival rates include increased awareness and13 education, implementation of cardiac emergency response plans, widespread CPR education,14 and training in the use of automated external defibrillators (AEDs); and15 S. R. 110 - 1 - 25 LC 112 2837 WHEREAS, knowing how to properly perform CPR has encouraged mor e people to act16 when faced with a cardiac emergency, and to save more lives from cardiac arrest outside of17 a hospital, we must increase the number of people who respond to cardiac arrest by calling18 911, delivering high-quality CPR, and using an AED as soon as it is available; and19 WHEREAS, the American Heart Association has set a goal of doubling survival rates from20 cardiac arrest by 2030 by empowering bystanders to become lifes avers and ensuring that21 everyone, everywhere is prepared to become a vital link in the chain of survival and provide22 CPR in response to a cardiac emergency.23 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body24 recognize the rise of cardiovascular disease as the world's lea ding cause of death and25 disability, support the recognition of February 2025 as America n Heart Month, and26 encourage the citizens of Georgia to join the Nation of Lifesavers™ by learning CPR.27 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed28 to make appropriate copies of this resolution available for distribution to the public and the29 press.30 S.
