A RESOLUTION
Recognizing April 30, 2025, as No-Kill Awareness Day at the sta te capitol; and for other1
purposes.2
WHEREAS, the State of Georgia values the lives of dogs and cats and seeks to create safe3
and humane communities for people and pets; and4
WHEREAS, in 2023, 19,331 dogs and cats, nearly 20 percent of the pets impounded, were5
killed in Georgia shelters; and6
WHEREAS, many loving and healthy animals in shelters and rescues throughout Georgia7
are waiting for homes; and8
WHEREAS, pet adoption provides many dogs and cats a second chance at life, helps reduce9
the strain on overcrowded shelters, promotes animal welfare, and encourages responsible pet10
ownership within the community; and11
WHEREAS, "No-Kill" is a community philosophy and commitment to saving every dog and12
cat in a shelter who can be saved, where at least 90 percent of the companion animals13
entering facilities leave alive; and14

WHEREAS, Georgia's animal shelters can achieve a 90 percent save rate if more Georgians15
seeking a pet choose to adopt from a shelter rather than purchase, which would make Georgia16
the largest state to date with a save rate exceeding 90 percent; and17
WHEREAS, many Georgia shelters are no-kill, saving at least 90 percent of the animals they18
intake by implementing proven programs and policies as alternat ives, such as foster care19
networks, adoption programs, medical and behavioral programs, p ublic education and20
awareness initiatives, community cat trap-neuter-vaccinate-retu rn programs, and animal21
socialization programs; and22
WHEREAS, Georgians can work together to achieve "No-Kill" in th is state by 2025, and23
animal shelters can help accomplish this by implementing lifesaving programs and utilizing24
the support of rescues and nonprofits.25
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body26
commend animal shelter workers and volunteers as well as community members who support27
their local animal shelters and recognize April 30, 2025, as No -Kill Awareness Day at the28
state capitol to raise awareness about dog and cat adoption and the importance of "No-Kill"29
animal shelters.30
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed31
to make appropriate copies of this resolution available for distribution to the public and the32
press.33
