HR190: HR190 House Study Committee on Minority Business Enterprises, Women Owned Businesses, and Veteran Owned Businesses in State Contracting; create

The Georgia Department of Administrative Services buys roughly $4.5 billion in goods and services each year for state agencies, the University System of Georgia, and the Technical College System of Georgia. This resolution creates the House Study Committee on Minority Business Enterprises, Women Owned Businesses, and Veteran Owned Businesses in State Contracting to look at how well these groups currently participate in that spending and what could be done to increase their access. The committee would have five House members and three non-legislative members, one of whom must own a minority business, one a women owned business, and one a veteran owned business, all appointed by the Speaker. It would study current participation levels, look at whether data can be broken down by race, ethnicity, gender, disability, or veteran status, and recommend legislation. The committee must file any report before it is abolished on December 1, 2025.

• Creates the House Study Committee on Minority Business Enterprises, Women Owned Businesses, and Veteran Owned Businesses in State Contracting.
• Directs the Speaker of the House to appoint five legislative members and three non-legislative business owner members to the committee.
• Charges the committee with studying current participation levels of these businesses in state contracts and identifying barriers to access.
• Instructs the committee to examine whether contracting data can be broken down by race, ethnicity, gender, disability, or veteran status.
• Sets rules for member expense reimbursement and requires any findings or proposed legislation to be reported before the committee ends.
• Abolishes the committee automatically on December 1, 2025.

Owners of minority owned, women owned, and veteran owned businesses that seek or hold state contracts, the Department of Administrative Services and its State Purchasing Division, and House members and outside business owners appointed to serve on the new study committee.

If the committee's work leads to new outreach programs or legislation, it could change how minority owned, women owned, and veteran owned businesses learn about and compete for a share of the roughly $4.5 billion Georgia spends on goods and services each year.

• Paragraph (2) sets committee membership at five House members plus three non-legislative members representing minority, women owned, and veteran owned businesses, all appointed by the Speaker.
• Paragraph (3) directs the committee to study participation issues and consider disaggregating contracting data by demographic factors, and to recommend action or legislation.
• Paragraph (5) sets allowances and expense reimbursement rules for legislative, state employee, and non-legislator members, capped at five days unless extended.
• Paragraph (6) requires any approved findings or legislative recommendations to be filed as a report with the Clerk of the House before the committee is abolished.
• Paragraph (7) abolishes the committee on December 1, 2025.
