A BILL TO BE ENTITLED
AN ACT
To amend Code Section 15-19-14 of the Official Code of Georgia Annotated, relating to1
liens for services rendered, priority, modes of enforcement, and other rights, so as to provide2
certain lien protections in divorce actions; to amend Chapter 1 of Title 19 of the Official3
Code of Georgia Annotated, relating to injunctions and restrain ing orders authorized in4
domestic relations actions, so as to provide for notice of standing orders in domestic relations5
actions; to provide for related matters; to repeal conflicting laws; and for other purposes.6
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
SECTION 1.8
Code Section 15-19-14 of the Official Code of Georgia Annotated , relating to liens for9
services rendered, priority, modes of enforcement, and other ri ghts, is amended by adding10
a new subsection to read as follows:11
"(g) This Code section shall not authorize an attorney to encumber property awarded to an12
adverse party in an action for divorce."13

SECTION 2.14
Chapter 1 of Title 19 of the Official Code of Georgia Annotated, relating to injunctions and15
restraining orders authorized in domestic relations actions, is amended in Code16
Section 19-1-1, relating to injunctions and restraining orders authorized in domestic relations17
actions, by revising paragraph (1) of subsection (b) as follows:18
"(1) Upon notice to the parties and the judge before whom the domestic relations action19
is pending, binds the parties in such action, their agents, including the ir attorneys and20
their former attorneys, servants, and employees, and all other persons acting in concert21
with such parties;"22
SECTION 3.23
All laws and parts of laws in conflict with this Act are repealed.24
