25 LC 112 2984 House Resolution 357 By: Representatives Jasperse of the 11th, Smith of the 138th, Prince of the 132nd, Hagan of the 156th, Jackson of the 128th, and others A RESOLUTION Recognizing and commending Seth Millican of the Georgia Transportation Alliance for his1 years of service and commitment to advancing transportation policy in Georgia; and for other2 purposes.3 WHEREAS, the Georgia Transportation Alliance (GTA) is the state 's only organization4 focused solely on identifying and promoting long-term transportation solutions specifically5 connected to economic development and job creation; and6 WHEREAS, the GTA serves as the transportation arm and affiliate of the Georgia Chamber,7 working closely with the Georgia Department of Transportation, the Georgia Ports Authority,8 and other key stakeholders to ensure an efficient and safe stat ewide multi-modal9 transportation system; and10 WHEREAS, Seth Millican served as Executive Director of the GTA from April 2013 to11 November 2024, during which time he developed transportation policy solutions, supported12 transportation SPLOST campaigns across the state, forecasted fu ture infrastructure13 investment needs, and educated community leaders to enhance Georgia's business ecosystem14 and quality of life; and15 H. R. 357 - 1 - 25 LC 112 2984 WHEREAS, under Seth Millican's leadership, the GTA played a vital role in the passage of16 HB 170, known as the Transportation Funding Act of 2015, which addressed critical funding17 shortages by establishing dedicated recurring revenue for maintenance needs, advancing key18 transportation projects, and planning for future growth; and19 WHEREAS, as part of the Transportation Funding Act, the GTA adv ocated for and20 supported two mechanisms for local transportation funding: a re gional transportation21 SPLOST and a single-county transportation SPLOST; and22 WHEREAS, Seth Millican successfully collaborated with local, st ate, and federal23 government leaders and effectively led advocacy efforts for str ategic investments in24 Georgia's transportation network, which have since benefited all Georgians; it is critical to25 continue this momentum by further investing in the roads, bridg es, ports, airports, and26 railroads that have made Georgia the top state for business; and27 WHEREAS, the Chairman and members of the House Committee on Transportation express28 their gratitude to Seth Millican for his invaluable contributions to the committee's work and29 success.30 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that31 the members of this body recognize and commend Seth Millican fo r his dedication and32 passion for advancing transportation infrastructure in Georgia as well as extend sincere best33 wishes for future success in his new role.34 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized35 and directed to make an appropriate copy of this resolution available for distribution to Seth36 Millican.37 H.
