25 LC 39 4649 House Resolution 399 By: Representatives Santos of the 117th, Holly of the 116th, Clark of the 100th, Hawkins of the 27th, Cameron of the 1st, and others A RESOLUTION Creating the House Study Committee on One-way Street Markings; and for other purposes.1 WHEREAS, Georgia's vast roadway system includes numerous one-way streets; and2 WHEREAS, new drivers or drivers unfamiliar with an area are often confused by one-way3 streets, which results in wrong-way travel; and4 WHEREAS, one-way street signs are often overlooked by motorists , especially when5 following electronic navigational systems that include improper instructions or when a6 motorist is lost; and7 WHEREAS, local governments around the globe have recognized the added value of8 providing motor vehicle drivers with warnings through the use o f markings painted on9 roadways; and10 WHEREAS, in addition to proper signage, pavement demarcations promote safety for both11 motor vehicles and pedestrians and decrease the likelihood of accidents; and12 H. R. 399 - 1 - 25 LC 39 4649 WHEREAS, study is needed to determine best practices for paveme nt demarcations for13 one-way streets, how to determine which one-way streets should be demarcated with14 roadway painting, and the fiscal implications of any legislative requirements relating to such15 demarcations.16 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:17 (1) Creation of House study committee. There is created the House Study Committee18 on One-way Street Markings.19 (2) Members and officers. The committee shall be composed of the following20 members:21 (A) Five members of the House of Representatives to be appointed by the Speaker of22 the House of Representatives; 23 (B) The commissioner of transportation or his or her designee; and 24 (C) The director of the Governor's Office of Highway Safety.25 The Speaker shall designate a member of the committee as chairperson of the committee.26 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,27 issues, and problems mentioned above or related thereto and recommend any action or28 legislation which the committee deems necessary or appropriate.29 (4) Meetings. The chairperson shall call all meetings of the committee. The committee30 may conduct such meetings at such places and at such times as it may deem necessary or31 convenient to enable it to exercise fully and effectively its powers, perform its duties, and32 accomplish the objectives and purposes of this resolution.33 (5) Allowances, expenses, and funding.34 (A) The legislative members of the committee shall receive the allowances provided35 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.36 (B) Members of the committee who are state officials, other than legislative members,37 or who are state employees shall receive no compensation for th eir services on the38 H. R. 399 - 2 - 25 LC 39 4649 committee, but they may be reimbursed for expenses incurred by them in the39 performance of their duties as members of the committee in the same manner as they40 are reimbursed for expenses in their capacities as state officials or employees.41 (C) The allowances authorized by this resolution shall not be received by any member42 of the committee for more than five days unless additional days are authorized. Funds43 necessary to carry out the provisions of this resolution shall come from funds44 appropriated to the House of Representatives; except that funds for the reimbursement45 of the expenses of state officials, other than legislative memb ers, and for the46 reimbursement of the expenses of state employees shall come from funds appropriated47 to or otherwise available to their respective agencies.48 (6) Report.49 (A) In the event the committee adopts any specific findings or recommendations that50 include suggestions for proposed legislation, the chairperson shall file a report of the51 same prior to the date of abolishment specified in this resolut ion, subject to52 subparagraph (C) of this paragraph.53 (B) In the event the committee adopts a report that does not i nclude suggestions for54 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)55 of this paragraph.56 (C) No report shall be filed unless the same has been approved prior to the date of57 abolishment specified in this resolution by majority vote of a quorum of the committee. 58 A report so approved shall be signed by the chairperson of the committee and filed with59 the Clerk of the House of Representatives.60 (D) In the absence of an approved report, the chairperson may file with the Clerk of the61 House of Representatives a copy of the minutes of the meetings of the committee in lieu62 thereof.63 (7) Abolishment. The committee shall stand abolished on December 1, 2025.64 H. R. 399 - 3 -
