Georgia's used car dealers are currently licensed and regulated by the State Board of Registration of Used Motor Vehicle Dealers and Used Motor Vehicle Parts Dealers, which operates under the Secretary of State. But temporary operating permits and dealer license plates are overseen separately by the Department of Revenue. This resolution notes that the Department of Revenue has reported a sharp rise in illegal temporary permits, dealers selling or renting dealer plates, and even forged dealer plates, which have reportedly been used to move stolen vehicles and drugs, dodge title taxes and fees, and avoid emissions and insurance requirements. The resolution creates the House Study Committee on the State Board of Registration of Used Motor Vehicle Dealers and Used Motor Vehicle Parts Dealers to study these problems and recommend whether oversight of the used car industry should be consolidated under the agency that issues dealer license plates. • Abolishes the committee on December 1, 2025, unless it files a report or minutes before that date.

Licensed used motor vehicle and used motor vehicle parts dealers in Georgia, the Secretary of State's office, the Department of Revenue, state and local law enforcement agencies dealing with motor vehicle crimes, and members of the Georgia House of Representatives appointed to the committee.

If the committee's work leads to future legislation, oversight of used car dealer licensing could shift agencies, potentially changing how quickly fraud involving dealer plates, permits, and unpaid taxes and tolls is detected and stopped, though this resolution itself only creates a study process rather than making that change.
