A RESOLUTION
Honoring the life and memory of Elizabeth Cail Newsome Hammons; and for other1
purposes.2
WHEREAS, the State of Georgia mourns the loss of one of its most distinguished citizens3
with the passing of Elizabeth Cail Newsome Hammons on August 29, 2024; and4
WHEREAS, Elizabeth Cail Newsome Hammons was born on September 2 8, 1978, in5
Warrenton, Georgia, a beloved daughter of James and Susan McManus Newsome; and6
WHEREAS, a graduate of Georgia College and State University, sh e dedicated her career7
to the preservation and revitalization of rural communities across Georgia, serving the City8
of Greensboro for over 18 years as main street manager and later as community development9
director; and10
WHEREAS, during her tenure, she oversaw transformative projects such as the11
redevelopment of a multipurpose performing arts center, the rehabilitation of an old cotton12
warehouse, the installation of gateway signage, and vital park improvements; and13

WHEREAS, she was instrumental in securing millions of dollars i n grant funding for14
Greensboro through Community Development Block Grants, park gra nts, emergency15
response grants, and additional funding programs as well as ove rseeing owner-occupied16
home rehabilitations through the CHIP program; and17
WHEREAS, she further managed Greensboro's Historic Preservation Committee, oversaw18
the city's comprehensive and five-year plans, secured Downtown Development Revolving19
Loan Funds and Georgia Cities funding for small businesses, and led Greensboro's20
participation in the Georgia Initiative for Community Housing; and21
WHEREAS, she was united in love and marriage to her husband, Ma tt, and the two were22
blessed with a remarkable son, Lee, whom she considered her proudest achievement; and23
WHEREAS, a compassionate and generous woman, Elizabeth Cail Newsome Hammons will24
long be remembered for her love of family, friendship, and community and will be missed25
by all who had the great fortune of knowing her.26
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that27
the members of this body join in honoring the life and memory of Elizabeth Cail Newsome28
Hammons and express their deepest and most sincere regret at her passing.29
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized30
and directed to make an appropriate copy of this resolution available for distribution to the31
family of Elizabeth Cail Newsome Hammons.32
