25 LC 60 0155S(SCS) Senate Resolution 391 By: Senators Albers of the 56th, Still of the 48th, Anavitarte of the 31st, Robertson of the 29th, Setzler of the 37th and others ADOPTED SENATE A RESOLUTION Creating the Senate Study Committee on Artificial Intelligence and Digital Currency; and1 for other purposes.2 WHEREAS, artificial intelligence (AI), the development of compu ter systems to perform3 tasks that normally require human intelligence, such as learnin g and decision making, has4 the potential to spur innovation and transform industry and government; and5 WHEREAS, as the science and technology of AI continue to develo p, more products and6 services are utilizing AI in fields such as healthcare, financial services, education, housing,7 and transportation; and8 WHEREAS, Georgia and other states are considering a myriad of l egislation and rules to9 protect their citizens and businesses while embracing new technology and the opportunity10 to improve lives; and11 WHEREAS, the emergence and rapid adoption of digital and crypto currency has grown12 tremendously; and13 S. R. 391 - 1 - 25 LC 60 0155S(SCS) WHEREAS, there are valid concerns regarding the misuse of digital and cryptocurrency and14 the unintended consequences of its mass adoption, especially without the development and15 implementation of common-sense standards and safeguards; and16 WHEREAS, AI techniques, such as machine learning and deep learning, can be employed17 to identify and prevent security threats in digital currency systems; and18 WHEREAS, promoting responsible innovation, competition, and collaboration in public and19 private sectors will allow Georgia to be a leader in ensuring that AI technologies and digital20 currency will advance in a way that enforces the existing consu mer protection laws and21 principles for its citizens, while enacting any additional appropriate safeguards against, fraud,22 unintended bias, discrimination, infringements on privacy, and other potential harms from23 AI; and24 WHEREAS, it is in the best interest of this state and its citizens to examine the intersection25 of AI technologies, digital currency, and their current and future use in this state.26 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE:27 (1) Creation of Senate study committee. There is created the Senate Study Committee28 on Artificial Intelligence and Digital Currency.29 (2) Members and officers. The committee shall be composed of six members to be30 appointed by the President of the Senate. The President of the Senate shall designate a31 legislative member of the committee as chairperson of the committee.32 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,33 issues, and problems mentioned above or related thereto and recommend any action or34 legislation which the committee deems necessary or appropriate.35 S. R. 391 - 2 - 25 LC 60 0155S(SCS) (4) Meetings. The chairperson shall call all meetings of the committee. The committee36 may conduct such meetings at such places and at such times as it may deem necessary or37 convenient to enable it to exercise fully and effectively its powers, perform its duties, and38 accomplish the objectives and purposes of this resolution.39 (5) Allowances, expenses, and funding.40 (A) The legislative members of the committee shall receive the allowances provided41 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.42 (B) Members of the committee who are state officials, other than legislative members,43 or who are state employees shall receive no compensation for th eir service on the44 committee, but they may be reimbursed for expenses incurred by them in the45 performance of their duties as members of the committee in the same manner as they46 are reimbursed for expenses in their capacities as state officials or employees.47 (C) Members of the committee who are not legislators, state of ficials, or state48 employees shall receive a daily expense allowance in an amount the same as that49 specified in subsection (b) of Code Section 45-7-21 of the Offi cial Code of Georgia50 Annotated, as well as the mileage or transportation allowance a uthorized for state51 employees.52 (D) The allowances authorized by this resolution shall not be received by any member53 of the committee for more than four days unless additional days are authorized. Funds54 necessary to carry out the provisions of this resolution shall come from funds55 appropriated to the Senate; except that funds for the reimbursement of expenses of state56 officials, other than legislative members, and for the reimbursement of expenses of state57 employees shall come from funds appropriated to or otherwise av ailable to their58 respective agencies.59 (6) Report.60 (A) In the event the committee adopts any specific findings or recommendations that61 include suggestions for proposed legislation, the chairperson shall file a report of the62 S. R. 391 - 3 - 25 LC 60 0155S(SCS) same prior to the date of abolishment specified in this resolut ion, subject to63 subparagraph (C) of this paragraph.64 (B) In the event the committee adopts a report that does not i nclude suggestions for65 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)66 of this paragraph.67 (C) No report shall be filed unless the same has been approved prior to the date of68 abolishment specified in this resolution by majority vote of a quorum of the committee. 69 A report so approved shall be signed by the chairperson of the committee and filed with70 the Secretary of the Senate.71 (D) In the absence of an approved report, the chairperson may file with the Secretary72 of the Senate a copy of the minutes of the meetings of the committee in lieu thereof.73 (7) Abolishment. The committee shall stand abolished on December 1, 2025.74 S. R. 391 - 4 -
