25 LC 129 0429 House Resolution 776 By: Representatives Carter of the 93rd, Bennett of the 94th, and Hugley of the 141st A RESOLUTION Recognizing and commending Tisa Smart-Washington; and for other purposes.1 WHEREAS, March is celebrated as Women's History Month, a time to honor and recognize2 the invaluable contributions of women throughout history and ac ross all fields and trades;3 and4 WHEREAS,Tisa Smart-Washington 's contributions to the community reflect the core values5 of Women's History Month; and6 WHEREAS, Tisa is an accomplished public servant and trailblazing leader who has served7 as Tax Commissioner of Rockdale County, Georgia, since 2016; and8 WHEREAS, her journey in tax administration began in 2013, when she made history as the9 first African American to be appointed Chief Deputy Tax Commiss ioner in Rockdale10 County; and11 WHEREAS, her 2016 election marked another milestone as she beca me the first African12 American woman elected Tax Commissioner in the county, and she further cemented her13 H. R. 776 - 1 - 25 LC 129 0429 legacy as the first African American and the first woman to serve more than one term in the14 office; and15 WHEREAS, in addition to her elected role, Tisa contributes her expertise at the state level,16 currently serving as Communications Chair and District Leader for the Georgia Association17 of Tax Officials and as Treasurer for the Tax Commissioners' Te chnology Development18 Council of Georgia; and 19 WHEREAS, during her tenure as Chair of the Rockdale County Democratic Party, Tisa led20 the charge in fielding a full slate of Democratic candidates in every local race-an21 unprecedented move known as the "Slate of Eight"; and 22 WHEREAS, this groundbreaking effort resulted in the most significant political power shift23 in Georgia during the 2012 election cycle and reshaped Rockdale County's political24 landscape, opening doors for African American leadership and inspiring future generations25 to step into public service; and 26 WHEREAS, it is abundantly fitting and proper that the outstandi ng contributions of this27 remarkable woman are recognized during Women's History Month.28 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that29 the members of this body recognize and commend Tisa Smart-Washi ngton for her30 unwavering dedication to her community and extend sincere best wishes for her continued31 health and happiness.32 H.
