25 LC 59 0173 House Resolution 815 By: Representatives Jones of the 25th, Kendrick of the 95th, Holcomb of the 101st, Cox of the 28th, Corbett of the 174th, and others A RESOLUTION Creating the House Study Committee on Exploring the Potential f or Humanoids and1 Robotics in Georgia Workforce Development; and for other purposes.2 WHEREAS, artificial intelligence (AI), the development of compu ter systems to perform3 tasks that normally require human intelligence, such as learnin g and decision making, has4 the potential to spur innovation and transform industry and government; and5 WHEREAS, the science and technology of AI continue to develop, and more products and6 services are utilizing AI in fields such as healthcare, financial services, education, housing,7 and transportation; and8 WHEREAS, Georgia and other states are embracing new technology and the opportunity to9 improve lives through the responsible deployment of AI; and10 WHEREAS, the technology associated with humanoids and robotics has improved11 tremendously in recent years; and12 WHEREAS, it is in the best interest of this state and its citizens to examine whether and how13 humanoids and robotics can be used to enhance economic development.14 H. R. 815 - 1 - 25 LC 59 0173 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:15 (1) Creation of House study committee. There is created the House Study Committee16 on Exploring the Potential for Humanoids and Robotics in Georgi a Workforce17 Development.18 (2) Members and officers. The committee shall be composed of five members of the19 House of Representatives to be appointed by the Speaker of the House of20 Representatives. The Speaker shall designate a member of the committee as chairperson21 of the committee.22 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,23 issues, and problems mentioned above or related thereto and recommend any action or24 legislation which the committee deems necessary or appropriate.25 (4) Meetings. The chairperson shall call all meetings of the committee. The committee26 may conduct such meetings at such places and at such times as it may deem necessary or27 convenient to enable it to exercise fully and effectively its powers, perform its duties, and28 accomplish the objectives and purposes of this resolution.29 (5) Allowances and funding. The legislative members of the committee shall receive30 the allowances provided for in Code Section 28-1-8 of the Offic ial Code of Georgia31 Annotated. The allowances authorized by this resolution shall not be received by any32 member of the committee for more than five days unless additional days are authorized. 33 Funds necessary to carry out the provisions of this resolution shall come from funds34 appropriated to the House of Representatives.35 (6) Report.36 (A) In the event the committee adopts any specific findings or recommendations that37 include suggestions for proposed legislation, the chairperson shall file a report of the38 same prior to the date of abolishment specified in this resolut ion, subject to39 subparagraph (C) of this paragraph.40 H. R. 815 - 2 - 25 LC 59 0173 (B) In the event the committee adopts a report that does not i nclude suggestions for41 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)42 of this paragraph.43 (C) No report shall be filed unless the same has been approved prior to the date of44 abolishment specified in this resolution by majority vote of a quorum of the committee.45 A report so approved shall be signed by the chairperson of the committee and filed with46 the Clerk of the House of Representatives.47 (D) In the absence of an approved report, the chairperson may file with the Clerk of the48 House of Representatives a copy of the minutes of the meetings of the committee in lieu49 thereof.50 (7) Abolishment.
