26 LC 56 0631S The House Committee on Regulated Industries offers the following substitute to HR 752: A RESOLUTION Creating the Joint Study Committee on Cosmetology and Barbering Education; and for other1 purposes.2 WHEREAS, the professions of cosmetology and barbering and schools for cosmetology and3 barbering are important to the growth and success of Georgia's economy; and4 WHEREAS, accredited private schools of cosmetology, schools of hair design, schools of5 esthetics, schools of nail care, and schools of barbering in th is state provide high quality6 education and training for their students so they can become li censed professionals,7 educators, and entrepreneurs; and8 WHEREAS, such schools and their students do not receive the sam e opportunities to9 participate in workforce development programs or to obtain state funded scholarships, loans,10 and grants that may be available for comparable programs within the Technical College11 System of Georgia or for private postsecondary institutions; and12 WHEREAS, state support for such schools and their students woul d contribute to the13 education and development of Georgia's workforce and to the gro wth and success of14 Georgia's economy.15 H. R. 752 (SUB) - 1 - 26 LC 56 0631S NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF16 GEORGIA:17 (1) Creation of joint study committee. There is created the Joint Study Committee on18 Cosmetology and Barbering Education.19 (2) Members and officers.20 (A) The committee shall be composed of seven members.21 (B) The Speaker of the House of Representatives shall appoint three members of the22 House of Representatives as members of the committee and shall designate one of such23 members as cochairperson.24 (C) The President of the Senate shall appoint three members of the Senate as members25 of the committee and shall designate one of such members as cochairperson.26 (D) The governor shall appoint one additional nonlegislative member with experience27 in cosmetology and barbering education.28 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,29 issues, and problems mentioned above or related thereto and recommend any action or30 legislation which the committee deems necessary or appropriate.31 (4) Meetings. The cochairpersons shall call all meetings of the committee. The32 committee may conduct such meetings at such places and at such times as it may deem33 necessary or convenient to enable it to exercise fully and effectively its powers, perform34 its duties, and accomplish the objectives and purposes of this resolution.35 (5) Allowances, expenses, and funding.36 (A) The legislative members of the committee shall receive the allowances provided37 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.38 (B) Members of the committee who are state officials, other than legislative members,39 or state employees shall receive no compensation for their services on the committee,40 but they may be reimbursed for expenses incurred by them in the performance of their41 H. R. 752 (SUB) - 2 - 26 LC 56 0631S duties as members of the committee in the same manner as they a re reimbursed for42 expenses in their capacities as state officials or employees.43 (C) Members of the committee who are not legislators, state of ficials, or state44 employees shall receive a daily expense allowance in an amount the same as that45 specified in subsection (b) of Code Section 45-7-21 of the Offi cial Code of Georgia46 Annotated, as well as the mileage or transportation allowance a uthorized for state47 employees.48 (D) The allowances and expenses authorized by this resolution shall not be received49 by any member of the committee for more than five days unless a dditional days are50 authorized. Funds necessary to carry out the provisions of this resolution shall come51 from funds appropriated to the House of Representatives and Senate; except that funds52 for the reimbursement of the expenses of state officials, other than legislative members,53 and state employees shall come from funds appropriated to or ot herwise available to54 their respective agencies.55 (6) Report.56 (A) In the event the committee adopts any specific findings or recommendations that57 include suggestions for proposed legislation, the cochairpersons shall file a report of the58 same prior to the date of abolishment specified in this resolut ion, subject to59 subparagraph (C) of this paragraph.60 (B) In the event the committee adopts a report that does not i nclude suggestions for61 proposed legislation, the cochairpersons shall file the report, s u b j e c t t o62 subparagraph (C) of this paragraph.63 (C) No report shall be filed unless the same has been approved prior to the date of64 abolishment specified in this resolution by majority vote of a quorum of the committee. 65 A report so approved shall be signed by the cochairpersons of the committee and filed66 with the Clerk of the House of Representatives and the Secretary of the Senate.67 H. R. 752 (SUB) - 3 - 26 LC 56 0631S (D) In the absence of an approved report, the cochairpersons may file with the Clerk68 of the House of Representatives and the Secretary of the Senate copies of the minutes69 of the meetings of the committee in lieu thereof.70 (7) Abolishment.
