26 LC 56 0632S The House Committee on Regulated Industries offers the following substitute to HR 952: A RESOLUTION Creating the House Study Committee on Risks Associated with Hair Straightening Products;1 and for other purposes.2 WHEREAS, a recent study by the University of Texas' MD Anderson Cancer Center found3 a link between chemicals in hair straightening products and breast cancer, demonstrating a4 60 percent increase in risk for some women who use them; and5 WHEREAS, some hair straightening treatments, such as relaxers, contain chemicals known6 as endocrine disputers that can interfere with human hormones; and7 WHEREAS, a 2019 study by the International Journal of Cancer found that for women who8 used hair straightening or relaxing products regularly, the risk of breast cancer increased by9 31 percent; and10 WHEREAS, additional determinations are needed concerning the health risks associated with11 using hair straightening products and whether consumer warnings are warranted; and12 H. R. 952 (SUB) - 1 - 26 LC 56 0632S WHEREAS, it would be beneficial to study the association betwee n the chemicals in hair13 straightening products and treatments and the incidence of breast cancer amongst Georgian14 women to determine if action by the state is necessary to address this issue. 15 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:16 (1) Creation of House study committee. There is created the House Study Committee17 on Risks Associated with Hair Straightening Products. 18 (2) Members and officers. The committee shall be composed of five members of the19 House of Representatives to be appointed by the Speaker of the House of20 Representatives. The Speaker shall designate a member of the committee as chairperson21 of the committee.22 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,23 issues, and problems mentioned above or related thereto and recommend any action or24 legislation which the committee deems necessary or appropriate.25 (4) Meetings. The chairperson shall call all meetings of the committee. The committee26 may conduct such meetings at such places and at such times as it may deem necessary or27 convenient to enable it to exercise fully and effectively its powers, perform its duties, and28 accomplish the objectives and purposes of this resolution.29 (5) Allowances and funding.30 (A) The legislative members of the committee shall receive the allowances provided31 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.32 (B) The allowances authorized by this resolution shall not be received by any member33 of the committee for more than five days unless additional days are authorized. Funds34 necessary to carry out the provisions of this resolution shall come from funds35 appropriated to the House of Representatives; except that funds for the reimbursement36 of the expenses of state officials, other than legislative memb e r s , a n d f o r t h e37 H. R. 952 (SUB) - 2 - 26 LC 56 0632S reimbursement of the expenses of state employees shall come from funds appropriated38 to or otherwise available to their respective agencies.39 (6) Report.40 (A) In the event the committee adopts any specific findings or recommendations that41 include suggestions for proposed legislation, the chairperson shall file a report of the42 same prior to the date of abolishment specified in this resolut ion, subject to43 subparagraph (C) of this paragraph.44 (B) In the event the committee adopts a report that does not i nclude suggestions for45 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)46 of this paragraph.47 (C) No report shall be filed unless the same has been approved prior to the date of48 abolishment specified in this resolution by majority vote of a quorum of the committee.49 A report so approved shall be signed by the chairperson of the committee and filed with50 the Clerk of the House of Representatives.51 (D) In the absence of an approved report, the chairperson may file with the Clerk of the52 House of Representatives a copy of the minutes of the meetings of the committee in lieu53 thereof.54 (7) Abolishment.
