A BILL TO BE ENTITLED
AN ACT
To amend Article 2 of Chapter 10 of Title 16 of the Official Code of Georgia Annotated,
relating to obstruction of public administration and related offenses, so as to create the felony
offense of obstruction of a law enforcement officer with a motor vehicle; to provide for
punishment; to provide for a definition; to provide for related matters; to repeal conflicting
laws; and for other purposes.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
Article 2 of Chapter 10 of Title 16 of the Official Code of Georgia Annotated, relating to
obstruction of public administration and related offenses, is amended by adding a new Code
section to read as follows:
<ins>"16-10-24.5.
(a) As used in this Code section, the term 'motor vehicle' shall have the same meaning as
set forth in Code Section 40-1-1.
(b) A person commits the offense of obstruction of a law enforcement officer with a motor
vehicle when, by means of a moving or stationary motor vehicle, he or she knowingly

<ins>obstructs, hinders, blocks, or otherwise interferes with any federal, state, or local law
enforcement officer in the lawful discharge of his or her official duties.
(c) A person convicted of the offense of obstruction of a law enforcement officer with a
motor vehicle shall be guilty of a felony and shall be punished by a fine of not more than
$100,000.00 and by imprisonment of not less than one year nor more than five years."
</ins> SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
