A BILL TO BE ENTITLED
AN ACT
To amend Part 14 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia
Annotated, relating to other educational programs under the "Quality Basic Education Act,"
so as to provide for the Georgia Public School Excellence and Stability (GPSES) grant
program; to provide for eligibility; to provide for requirements; to clarify student residency
qualification for promise scholarship accounts; to provide for a short title; to provide for
related matters; to repeal conflicting laws; and for other purposes.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
This Act shall be known and may be cited as the "Georgia Public School Excellence and
Stability Act."
SECTION 2.
Part 14 of Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated,
relating to other educational programs under the "Quality Basic Education Act," is amended
by revising Code Section 20-2-308, which is reserved, as follows:
"20-2-308.
(a) The State Board of Education shall establish the Georgia Public School Excellence and
Stability (GPSES) grant program for the purpose of providing grants to local school
systems and public schools to fund:
(1) Tutorial and other educational services provided directly to students in schools
included on the most recent list of public schools provided for in Code Section 20-2B-29,
provided that such services:
(A) Are grade level appropriate;
(B) Are aligned with state standards;
(C) Are aligned with the science of reading; and
(D) Track and report student progress; and
(2) Salary supplements to teachers and school administrators with more than three years
of creditable service according to the minimum salary schedule provided for in Code
Section 20-2-212 who accept for the first time a school year contract, as such term is
defined in Code Section 20-2-942, to work at a school included on the most recent list of
public schools provided for in Code Section 20-2B-29, subject to the following:
(A) No salary supplement shall exceed $5,000.00 per school year; and
(B) A teacher or school administrator who qualifies for a salary supplement under this
paragraph shall be eligible to receive a salary supplement for the second and third
consecutive school years for which he or she accepts a school year contract to work at
the same school; provided, however, that such teacher or school administrator shall not
be eligible to receive a salary supplement for any year during which he or she receives
an unsatisfactory rating on any annual summative performance evaluation conducted
in accordance with Code Section 20-2-210.
(b) Each public school included on the most recent list of public schools provided for in
Code Section 20-2B-29 and each local school system with one or more schools included
on such list may apply to the State Board of Education for a GPSES grant by submitting
an application and supporting information on a form and in a manner determined by the
Department of Education. Such application shall include a detailed plan for how grant
funds will be expended, including details about what tutorial and other educational services
are to be provided and how the impact on student learning of such services will be
measured.
(c) This Code section is subject to appropriations made specifically for such purposes.
Reserved."
SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
