(e) Should the participation requirement created under paragraph (1) of subsection (b) create a shortage of outreach services in the area described in subsection (d) of this Code section, homeless individuals unable to obtain outreach services in such area shall be transported to, and provided outreach services by, a municipality created after January 1, 2024, that is also located within a county in which 15 or more municipalities are wholly or partially located within such county. Such municipality shall be responsible for all costs of transportation and provision of outreach services under this subsection."
