## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the bill. Quote the text, not the summary.

House Bill 50 would create a new Georgia specialty license plate honoring Delta Sigma Theta Sorority, Inc., with proceeds from plate sales going to the Delta Life Development Center.

### Plain-language summary

Georgia law already allows dozens of specialty license plates that support various agencies, funds, and nonprofit organizations, with sales proceeds split between the state's general fund and the sponsoring group. This bill adds one more option to that list: a plate honoring Delta Sigma Theta Sorority, Inc.

The bill amends Georgia's specialty license plate law (O.C.G.A. § 40-2-86) by inserting a new paragraph that creates the plate and directs the money raised from its sale to the Delta Life Development Center. Because changes to specialty license plate law fall under a special constitutional rule, the bill also states it will not become law unless it passes both the Georgia House and Senate by a two-thirds majority vote, rather than a simple majority.

### What it does

- Adds a new specialty license plate honoring Delta Sigma Theta Sorority, Inc. to the list in Georgia's specialty plate law (O.C.G.A. § 40-2-86).
- Directs that money raised from selling this plate be sent to the Delta Life Development Center.
- Requires the bill to pass with a two-thirds majority vote in both the House and Senate to become law, under a state constitutional rule for this type of legislation.
- Repeals any existing laws that conflict with the new provision.

### Who it affects

Georgia vehicle owners who might choose to purchase the new specialty plate, the Delta Sigma Theta Sorority and its affiliated Delta Life Development Center, which would receive the sale proceeds, and the Georgia Department of Revenue, which administers specialty license plates.

### Why it matters

If enacted, Georgia drivers would gain another specialty plate option to display support for Delta Sigma Theta Sorority, and each purchase would direct funds to the Delta Life Development Center. The change affects only this one plate category within the state's existing specialty tag system.

### Key provisions

- Section 1 amends O.C.G.A. § 40-2-86(l) by adding paragraph (71), creating the Delta Sigma Theta Sorority, Inc. specialty plate and naming the Delta Life Development Center as the recipient of sale proceeds.
- Section 2 requires a two-thirds majority vote in both the House and Senate for the bill to become law, per Article III, Section IX, Paragraph VI(n) of the Georgia Constitution.
- Section 3 repeals any conflicting laws.
