The following was written by claude-sonnet-5 from the text above and is not part of the bill. Quote the text, not the summary.

House Bill 514 expands the City of Kennesaw's official boundaries in Cobb County to add a 2.20 acre parcel of land near Ernest Barrett Parkway and U.S. Highway 41.

### Plain-language summary

This bill amends Kennesaw's city charter, which the Georgia General Assembly originally approved in 2013, to change what land counts as part of the city. It adds a new paragraph to the charter's boundary description section listing a specific tract of land by metes and bounds, the detailed survey method that traces a property's boundary line by compass directions and distances.

The added tract sits in Land Lot 208 of Cobb County near the intersection of Ernest Barrett Parkway and U.S. Highway 41 (also called North Cobb Parkway). It covers 2.20 acres, or 95,692 square feet. The bill also repeals any existing laws that conflict with this change. It does not alter any other part of Kennesaw's charter, such as its government structure or powers.

### What it does

- Amends Kennesaw's 2013 city charter (Ga. L. 2013, p. 4234) by adding a new paragraph describing additional land now included in the city.
- Formally annexes a 2.20 acre (95,692 square foot) parcel in Land Lot 208 of Cobb County into the City of Kennesaw's corporate limits.
- Defines the parcel's boundaries using a precise surveyor's description tied to Ernest Barrett Parkway and U.S. Highway 41.
- Repeals any prior state laws that conflict with this boundary change.

### Who it affects

Residents, property owners, and any businesses on the specific tract of land near Ernest Barrett Parkway and U.S. Highway 41 in Cobb County, who would now fall under Kennesaw's city limits and municipal services and taxes rather than being unincorporated county land.

### Why it matters

Once this land becomes part of Kennesaw, it would fall under the city's zoning, services, and taxing authority instead of Cobb County's. Boundary changes like this can affect which local government provides police, utilities, and permitting for property in the affected area.

### Key provisions

- Section 1 amends subsection (c) of Section 1.02 of Kennesaw's charter by adding paragraph (7), which describes the newly included parcel.
- The parcel description gives a precise metes and bounds survey starting at the intersection of Ernest Barrett Parkway and U.S. Highway 41 in Land Lot 208, Cobb County.
- The tract is stated to contain 2.20 acres (95,692 square feet), more or less.
- Section 2 repeals all laws or parts of laws that conflict with this Act.
