## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the bill. Quote the text, not the summary.

House Bill 647 would expand the corporate limits of the City of Mulberry in Gwinnett County by annexing dozens of specific parcels of land listed by deed and tax parcel number.

### Plain-language summary

The City of Mulberry was created by the Georgia General Assembly in 2024. This bill amends that original incorporating Act to add new territory to the city's official boundaries.
The bill lists dozens of specific tracts of land in Gwinnett County, each identified by its deed book and page number in the county's land records, and in some cases by a tax parcel ID from the Gwinnett County Board of Tax Assessors. These parcels would become part of the City of Mulberry under a section labeled '2025 Addition 2' added to Appendix A of the original incorporation Act. The bill does not change the city's government structure, taxing authority, or services; it only redraws the map of what land sits inside city limits. Any conflicting laws are repealed.

### What it does

- Amends the 2024 Act that created the City of Mulberry to add new land to its corporate limits.
- Lists more than 40 specific parcels of land in Gwinnett County, identified by deed book and page number, that would be annexed into the city.
- Identifies several parcels also by their Gwinnett County tax parcel ID number for added specificity.
- Repeals any existing laws that conflict with this boundary change.

### Who it affects

Property owners whose land is listed in the bill's deed and parcel descriptions, who would become residents or landowners within Mulberry's city limits. Gwinnett County government and the City of Mulberry, which would need to update jurisdictional boundaries, tax rolls, and service areas accordingly.

### Why it matters

Being inside or outside city limits affects which government provides services like zoning, police, and utilities, and can affect local tax obligations. This bill would formally move dozens of specific Gwinnett County properties into the City of Mulberry, changing which local government has authority over them.

### Key provisions

- Section 1 amends Appendix A of the City of Mulberry's 2024 incorporating Act by adding a new section called '2025 Addition 2' describing added corporate limits.
- The added section lists individual tracts of land by Gwinnett County deed book and page number, some further identified by tax parcel ID.
- Several properties are identified solely by tax parcel ID without an accompanying deed reference.
- Section 2 repeals any laws or parts of laws that conflict with this Act.
