A RESOLUTION

Urging the General Assembly to support the enactment of legislation to establish and maintain a comprehensive electronic inpatient psychiatric bed registry in Georgia as provided in the proposed bill described herein; and for other purposes.

WHEREAS, Georgia, like many states, faces challenges in ensuring timely access to inpatient psychiatric care; and

WHEREAS, emergency departments, community mental health providers, law enforcement agencies, crisis hotlines, health plans, and families often lack up-to-date information about where psychiatric beds are available, leading to delays, transfer problems, and increased costs; and

WHEREAS, several other states have implemented or are implementing electronic psychiatric bed registries, which have led to improvements in locating available beds, reduced wait times, and improved coordination of care; and

WHEREAS, legislation proposed in the 2026 session of the General Assembly seeks to establish, operate, and maintain an electronic inpatient psychiatric bed registry with required data reporting, real-time updates, and access for end users including crisis lines, advisory and oversight mechanisms, and privacy protections; and

WHEREAS, such a registry has the potential to improve public health outcomes, reduce the burden on emergency services, improve efficiency and utilization of psychiatric facilities, and help the state better plan and allocate mental health resources.

NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF

GEORGIA that the members of this body:

(1) Strongly support the enactment of legislation to establish and maintain a comprehensive electronic inpatient psychiatric bed registry in Georgia as provided in the proposed bill described herein;

(2) Recognize that the legislation discussed herein should include strong privacy protections, real-time data updating requirements, enforcement mechanisms, adequate funding, and inclusion of both public and private providers;

(3) Urge that this registry be structured so as to produce transparent reporting, address regional disparities in access, and be accessible to patients, families, and practitioners in need; and

(4) Call upon the Department of Behavioral Health and Developmental Disabilities to work expeditiously to implement the registry following passage of the bill described herein, in consultation with stakeholders, and to provide regular reports to the General Assembly on its progress.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the Governor and to the Department of Behavioral Health and Developmental Disabilities.
