# HR 1199. Georgia Association of Community Care Providers; commend

## Text

House Resolution 1199
By: Representatives Petrea of the 166th, Stephens of the 164th, Seabaugh of the 34th, Taylor
of the 173rd, and Parrish of the 158th
A RESOLUTION
Recognizing and commending the Georgia Association of Community Care Providers; and
for other purposes.
WHEREAS, the Georgia Association of Community Care Providers (GACCP) represents
home and community-based service providers across the state of Georgia who deliver
compassionate, high-quality care to individuals with disabilities, complex care needs, and
aging populations; and
WHEREAS, GACCP member providers deliver essential services through Medicaid waiver
programs including, but not limited to, the ICWP, EDWP, NOW, and COMP waivers,
allowing individuals to receive personalized care in their homes and communities rather than
in institutional settings; and
WHEREAS, these providers serve communities throughout Georgia, with a significant
number operating in underserved and rural areas where access to care is limited and
community-based providers are often the primary source of support for individuals and
families; and
WHEREAS, home and community-based services promote independence, dignity, and
quality of life by empowering individuals to remain connected to their families,
neighborhoods, and communities while receiving the care they need; and
WHEREAS, these providers allow Georgians to live at home for as long as possible outside
of institutional settings and therefore at great savings to taxpayers; and
WHEREAS, the commitment, professionalism, and compassion of GACCP providers and
their workforce are vital to maintaining a stable, accessible, and effective system of care that
supports thousands of Georgians and their families each day.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that
the members of this body recognize and commend the Georgia Association of Community
Care Providers for its continued commitment to providing compassionate, high-quality care
to individuals with disabilities, complex care needs, and aging populations.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to make an appropriate copy of this resolution available for distribution to the
Georgia Association of Community Care Providers.

## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution formally commends the Georgia Association of Community Care Providers for its work delivering home and community-based care across the state.

### Plain-language summary

This is a ceremonial resolution from the Georgia House of Representatives, not a change to state law. It recognizes the Georgia Association of Community Care Providers (GACCP), a group representing home and community-based service providers who care for people with disabilities, complex care needs, and aging populations through Medicaid waiver programs such as the ICWP, EDWP, NOW, and COMP waivers.
The resolution states that these providers help Georgians, especially in rural and underserved areas, stay in their homes and communities instead of moving into institutions, which the text says saves taxpayer money. It directs the Clerk of the House to prepare a copy of the resolution for distribution to GACCP as a formal token of recognition.

### What it does

- Formally recognizes and commends the Georgia Association of Community Care Providers for its work in home and community-based care.
- States that GACCP members deliver care through Medicaid waiver programs including the ICWP, EDWP, NOW, and COMP waivers.
- Directs the Clerk of the House of Representatives to prepare and distribute a copy of the resolution to GACCP.
- Creates no new legal requirements, funding, or penalties, since it is a commendation rather than a change to Georgia law.

### Who it affects

The resolution directly names the Georgia Association of Community Care Providers and its member organizations, which serve people with disabilities, complex care needs, and aging populations, particularly in rural and underserved parts of Georgia through Medicaid waiver programs.

### Why it matters

The resolution carries no legal or funding effect; it is a symbolic honor from the House. Its practical significance is public recognition of home and community-based care providers, whose work the resolution describes as helping Georgians avoid costly institutional care.

### Key provisions

- The preamble ('WHEREAS' clauses) describes GACCP's role delivering care through Medicaid waiver programs such as the ICWP, EDWP, NOW, and COMP waivers.
- The resolving clause formally commends GACCP for its commitment to compassionate, high-quality care for people with disabilities, complex care needs, and aging populations.
- A further resolving clause directs the Clerk of the House to make a copy available for distribution to GACCP.
