A RESOLUTION
Commending the Georgia Chapter of the National Organization of Black Law Enforcement
Executives in recognition of Georgia Chapter of NOBLE Day at the capitol on March 18,
2026, and celebrating the 50th Anniversary of the National Organization of Black Law
Enforcement Executives as a nationally recognized law enforcement organization; and for
other purposes.
WHEREAS, the National Organization of Black Law Enforcement Executives, Inc.,
(NOBLE) is a not-for-profit public service organization founded in September 1976, when60
top-ranking Black law enforcement executives representing 24 states and 55 major cities met
in Washington, D.C., and recognized that Black law enforcement executives could have a
significant impact on the criminal justice system through a unified voice; and
WHEREAS, in 2026, NOBLE commemorates its 50th Anniversary, marking five decades
of national leadership, advocacy, professional excellence, and service as one of the most
respected and influential law enforcement organizations in the United States; and
WHEREAS, one of the national founding members, Atlanta Public Safety Director George
Napper, was the impetus behind the formation of the Georgia Chapter of NOBLE in 1984;
and
WHEREAS, the Georgia Chapter of NOBLE was created in 1984 by NOBLE members from
across the State of Georgia to organize their collective efforts and to advance the goals and
objectives of the organization, and since that time the chapter has played an active role in
promoting positive relationships between communities and criminal justice agencies; and
WHEREAS, the Georgia Chapter of NOBLE has provided exceptional opportunities for
executive leadership training and mentorship for aspiring leaders in law enforcement for
more than four decades; and
WHEREAS, the Georgia Chapter of NOBLE holds the distinction of having elected nine
national presidents from its membership: Atlanta Public Safety Director George Napper,
Georgia Bureau of Investigation Inspector Moses Ector, Fulton County Police Department
Chief Louis Graham, Fulton County Sheriff Jackie Barrett, Atlanta Police Department Chief
Richard Pennington, DeKalb County Director of Public Safety Dr. Cedric Alexander,
Clayton County Schools Police Department Chief Clarence E. Cox III, Atlanta Police
Department Deputy Chief Cerelyn Davis, and Atlanta Police Department Chief Rodney
Bryant; and
WHEREAS, the Georgia Chapter of NOBLE further holds the distinction of having elected
Fulton County Sheriff Jackie Barrett as the first woman national president, who is also
recognized as the first African American woman elected to the office of sheriff in the United
States; and
WHEREAS, in 2022, the Georgia Chapter of NOBLE elected its first woman president in
its history, Georgia Bureau of Investigation Deputy Director Natalie Ammons; and
WHEREAS, the Georgia Chapter of NOBLE is committed to building positive community
partnerships and advancing progressive policy positions that protect citizens’ rights and
enhance the effectiveness and integrity of the criminal justice system; and
WHEREAS, the Georgia Chapter of NOBLE is guided by its principles of respect,
uncompromising integrity, courage of convictions, accountability, community, diversity, and
mentorship; and
WHEREAS, it is fitting and proper to recognize Georgia Chapter of NOBLE Day at the
Capitol this year and to celebrate the 50th Anniversary of the National Organization of Black
Law Enforcement Executives, honoring its enduring commitment to equity in the
administration of justice, excellence in public service, and service as the conscience of law
enforcement.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES tha
the members of this body commend the Georgia Chapter of the National Organization of
Black Law Enforcement Executives (NOBLE); recognize March 18, 2026, as Georgia
Chapter of NOBLE Day at the capitol this year; and celebrate the 50th Anniversary of the
National Organization of Black Law Enforcement Executives as a nationally recognized law
enforcement organization.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to make an appropriate copy of this resolution available for distribution to the
Georgia Chapter of the National Organization of Black Law Enforcement Executives.
