## Text

House Resolution 1794
By: Representatives Berry of the 56th, Herring of the 145th, Park of the 107th, Frye of the
122nd, Hugley of the 141st, and others
A RESOLUTION
Urging the Commissioner of Insurance to conduct a comprehensive review of prescription
drug pricing and identify strategies to reduce the cost of prescription medications for citizens
of the State of Georgia; and for other purposes.
WHEREAS, the cost of prescription drugs has increased significantly in recent years, placing
a substantial financial burden on patients, families, employers, and public health programs
across the State of Georgia; and
WHEREAS, high prescription drug prices can lead to decreased medication adherence,
resulting in worsened health outcomes and increased long-term healthcare costs; and
WHEREAS, greater transparency of pharmaceutical pricing, including the roles of
manufacturers, pharmacy benefits managers, insurers, and other stakeholders, is necessary
to fully understand cost drivers within the pharmaceutical supply chain; and
WHEREAS, other states have undertaken comprehensive reviews of prescription drug
affordability, including the use of all-payer claims data, advisory panels, and reporting
requirements to better understand pricing trends and identify policy solutions; and
WHEREAS, a coordinated, evidence based review in Georgia would help identify
opportunities to improve affordability, enhance transparency, and ensure that cost savings
are passed on to consumers; and
WHEREAS, the Office of the Commissioner of Insurance is uniquely positioned to evaluate
insurance market practices, claims data, and pricing structures affecting prescription drug
costs in Georgia.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that
the members of this body urge the Commissioner of Insurance to conduct a comprehensive
review of prescription drug pricing and identify strategies to reduce the cost of prescription
medications for citizens of the State of Georgia.
BE IT FURTHER RESOLVED that a report of findings and recommendations be submitted
to the Governor, the President of the Senate, and the Speaker of the House of
Representatives.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to make appropriate copies of this resolution available for distribution to the
Commissioner of Insurance, the public, and the press.

## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution would urge the state Commissioner of Insurance to study prescription drug pricing and recommend ways to lower medication costs for Georgians.

### Plain-language summary

This resolution does not change Georgia law. Instead, it expresses the House's wish that the Commissioner of Insurance, who oversees Georgia's insurance market, conduct a comprehensive review of prescription drug pricing. The review would look at cost drivers throughout the pharmaceutical supply chain, including drug manufacturers, pharmacy benefit managers, and insurers, and would aim to identify strategies to reduce prescription drug costs for people in Georgia.
The resolution notes that other states have used tools like all-payer claims data, advisory panels, and reporting requirements to study drug affordability, and suggests Georgia could take a similar approach. It calls for a report of findings and recommendations to be sent to the Governor, the President of the Senate, and the Speaker of the House, and directs the Clerk of the House to distribute copies to the Commissioner of Insurance, the public, and the press.

### What it does

- Urges (but does not legally require) the Commissioner of Insurance to conduct a comprehensive review of prescription drug pricing in Georgia.
- Asks the review to identify strategies for reducing prescription medication costs for Georgia residents.
- Calls for a report on findings and recommendations to be submitted to the Governor, the Senate President, and the House Speaker.
- Directs the Clerk of the House to distribute copies of the resolution to the Commissioner of Insurance, the public, and the press.

### Who it affects

The Commissioner of Insurance's office, which would be asked to lead the review; Georgia patients and families facing prescription drug costs; and stakeholders in the pharmaceutical supply chain such as drug manufacturers, pharmacy benefit managers, and insurers whose practices would be examined.

### Why it matters

If the Commissioner acts on this request, Georgians could eventually see a public report explaining what drives high prescription drug costs and possible policy fixes. Because it is a resolution rather than a law, nothing is legally mandated and no new rules or funding are created.

### Key provisions

- The resolution recites findings that rising drug prices burden patients, families, employers, and public health programs in Georgia.
- It notes that other states have used all-payer claims data, advisory panels, and reporting requirements to study drug affordability.
- The operative resolving clause urges the Commissioner of Insurance to conduct a comprehensive pricing review and identify cost-reduction strategies.
- A further resolving clause requires a report of findings and recommendations to go to the Governor, the Senate President, and the House Speaker.
- A final clause directs the Clerk of the House to distribute copies to the Commissioner of Insurance, the public, and the press.
