## Text

House Resolution 1796
By: Representatives Berry of the 56th, Bell of the 75th, Holly of the 116th, Romman of the 97th,
and Cannon of the 58th
A RESOLUTION
Urging all state departments and agencies responsible for the management of public funds
to review and, where appropriate, divest from investments in Israeli bonds; and for other
purposes.
WHEREAS, the State of Georgia is committed to advancing justice, equity, and the
protection of human rights for all people; and
WHEREAS, public funds represent not only financial resources but also the values and
principles of the people of Georgia, and therefore should be invested in a manner consistent
with those values; and
WHEREAS, ethical investment practices call for transparency, accountability, and the
avoidance of financial involvement in activities that may contribute to violence, instability,
or human rights concerns; and
WHEREAS, concerns have been raised regarding the use of public funds in investments that
may be connected, directly or indirectly, to ongoing conflicts and humanitarian crises abroad;
and
WHEREAS, the citizens of Georgia have expressed interest in ensuring that state managed
investments reflect principles of peace, human dignity, and responsible stewardship of public
resources; and
WHEREAS, the State of Georgia has a responsibility to regularly review and evaluate its
investment practices to ensure alignment with evolving ethical standards and public
expectations; and
WHEREAS, increased transparency and oversight in state investment portfolios can
strengthen public trust and ensure that financial decisions are made in a manner consistent
with the values of the people of this state.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that
the members of this body urge all state departments and agencies responsible for the
management of public funds to review and, where appropriate, divest from investments in
Israeli bonds.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to make appropriate copies of this resolution available for distribution to the
Office of the State Treasurer, the public, and the press.

## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution would urge state departments and agencies to review their investments and divest from Israeli bonds where appropriate, without creating a binding legal requirement.

### Plain-language summary

This resolution calls on all Georgia state departments and agencies that manage public funds to review their investment holdings and, where they find it appropriate, divest from Israeli bonds. The measure lists several reasons for this request, including a stated commitment to human rights, ethical investment practices, and aligning state investments with the values of Georgia residents.
As a resolution rather than a bill, HR1796 does not change any Georgia statute or create an enforceable rule. It expresses the House's position and asks state agencies to act voluntarily. The resolution also directs the Clerk of the House to send copies to the Office of the State Treasurer, the public, and the press, but it sets no deadline, penalty, or reporting requirement for compliance.

### What it does

- Urges all Georgia state departments and agencies that manage public funds to review their investment holdings for ties to Israeli bonds.
- Encourages those agencies to divest from Israeli bonds where they determine it is appropriate to do so.
- Directs the Clerk of the House of Representatives to distribute copies of the resolution to the Office of the State Treasurer, the public, and the press.
- Does not amend any Georgia statute, set a compliance deadline, or create a penalty for agencies that do not divest.

### Who it affects

State departments and agencies responsible for managing Georgia's public investment funds, including the Office of the State Treasurer, along with Georgia residents interested in how the state's investments are managed.

### Why it matters

Because it is a resolution rather than a binding law, its practical effect depends entirely on whether state agencies choose to act on it. If agencies do review their holdings, it could prompt changes in how Georgia's public investment funds are allocated regarding Israeli bonds.

### Key provisions

- The resolution's whereas clauses state Georgia's stated commitment to ethical investment practices and human rights as background for the request.
- The resolved clause urges state departments and agencies managing public funds to review and, where appropriate, divest from Israeli bonds.
- A further resolved clause directs the Clerk of the House to distribute copies to the Office of the State Treasurer, the public, and the press.
