House Resolution 1830
By: Representatives Howard of the 71st and Huddleston of the 72nd
A RESOLUTION
Recognizing Lieutenant Colonel Larry Buford Boggs and dedicating an intersection in his
honor; and for other purposes.
WHEREAS, Lieutenant Colonel Larry Buford Boggs has deep roots in Carroll County,
Georgia, as a graduate of Villa Rica High School, where he was a proud member of the
school's varsity football team during a time when helmets had no face guard which resulted
in a broken nose and the loss of two teeth; and
WHEREAS, Lt. Col. Boggs earned his bachelor's degree from West Georgia College and
shortly after was a guardian of this nation's freedom and liberty with the United States
Marine Corps, serving in Virginia, North Carolina, Puerto Rico, and Cuba before retiring
after 22 years of service with the rank of Lieutenant Colonel; and
WHEREAS, Lt. Col. Boggs began his professional career with United States Gypsum
Corporation before founding Benchmark Homes and B&W Properties in 1971; and
WHEREAS, under his leadership, more than 3,000 homes were built and commercial and
industrial projects exceeding $750 million in value were developed, significantly
strengthening the region's tax base and economic vitality; and
WHEREAS, he played an instrumental role in the economic development of this state with
the development of Arbor Place Mall in Douglas County, renovation of a 300,000 square foot
facility now home to Sugar Foods Corporation, development of industrial sites near Liberty
Road in Villa Rica, and the construction of facilities for the Tanner Health System and
numerous manufacturing and warehouse projects in Carroll County; and
WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished
Georgian be recognized appropriately by dedicating an intersection in his honor.
NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY THE GENERAL
ASSEMBLY OF GEORGIA that the intersection of the Villa Rica North Loop Bypass and
Dallas Highway in Carroll County is dedicated as the Lt. Col. Larry Boggs Intersection.
BE IT FURTHER RESOLVED that the Department of Transportation is authorized and
directed to erect and maintain appropriate signs dedicating the Lt. Col. Larry Boggs
Intersection.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to make appropriate copies of this resolution available for distribution to
Lieutenant Colonel Larry Buford Boggs and to the Department of Transportation.

## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A House resolution would name the intersection of the Villa Rica North Loop Bypass and Dallas Highway in Carroll County the Lt. Col. Larry Boggs Intersection, honoring a retired Marine officer and local developer.

### Plain-language summary

This is a ceremonial resolution from the Georgia House of Representatives honoring Lieutenant Colonel Larry Buford Boggs, a Carroll County native, Marine Corps veteran, and real estate developer whose projects included Arbor Place Mall and facilities for the Tanner Health System.
The resolution dedicates the intersection of the Villa Rica North Loop Bypass and Dallas Highway in Carroll County as the Lt. Col. Larry Boggs Intersection. It directs the Georgia Department of Transportation to put up and maintain signs marking the dedication, and it directs the Clerk of the House to send copies of the resolution to Boggs and to the Department of Transportation. The resolution does not change any Georgia law, create funding, or impose any new rules; it is a formal honor.

### What it does

- Formally dedicates the intersection of the Villa Rica North Loop Bypass and Dallas Highway in Carroll County as the Lt. Col. Larry Boggs Intersection.
- Directs the Georgia Department of Transportation to erect and maintain signs marking the dedicated intersection.
- Directs the Clerk of the House of Representatives to distribute copies of the resolution to Boggs and to the Department of Transportation.
- Recites Boggs's military service, business career, and contributions to development in Carroll County as the basis for the honor.

### Who it affects

The resolution directly honors Lieutenant Colonel Larry Buford Boggs. It also creates a task for the Georgia Department of Transportation, which must install and maintain the new intersection signage, and for the Clerk of the House, who must distribute copies of the resolution.

### Why it matters

The practical effect is limited to a named intersection and new road signage in Carroll County; it changes no laws, taxes, or programs. For Georgians, it mainly serves as a public, permanent local recognition of Boggs's military and business record.

### Key provisions

- The resolution dedicates the intersection of the Villa Rica North Loop Bypass and Dallas Highway in Carroll County as the Lt. Col. Larry Boggs Intersection.
- It authorizes and directs the Department of Transportation to erect and maintain signs marking the dedication.
- It directs the Clerk of the House of Representatives to distribute copies of the resolution to Boggs and the Department of Transportation.
