WHEREAS, Representative Carl Gilliard has long been recognized by the citizens of this state for the vital role that he has played in leadership and his deep personal commitment to the welfare of the citizens of Georgia; and WHEREAS, currently serving his fourth term representing House District 162, Representative Gilliard is widely recognized as one of the most productive democratic lawmakers in Georgia, often referred to as the "James Brown of the Georgia General Assembly" for his relentless work ethic; and WHEREAS, his exemplary legislative portfolio includes impactful measures such as the Savannah State Farmers Market Authority, the Weeping Time Cultural Heritage Corridor Authority, the Savannah Music Commission Act, the Original 33 Memorial Act, and the Autism Missing Persons Alert Act, among others; and WHEREAS, he was elected as chairman of the Georgia Legislative Black Caucus in 2023, and his leadership has since helped elevate it to the largest Black caucus in the nation; and WHEREAS, he has further served his fellow citizens as founder of Candy Love, the nation's first positive rap group; Project Love, a youth development organization; and Feed the Hungry, a 501(c)(3) nonprofit dedicated to feeding, restoring dignity, and uplifting the working poor; and WHEREAS, Representative Gilliard's significant organizational and leadership talents, remarkable patience and diplomacy, keen sense of vision, and sensitivity to the needs of the citizens of this state have earned him the respect and admiration of his colleagues and associates; and WHEREAS, he has served with honor and distinction with the Georgia House of Representatives, and his vision and unyielding commitment to the citizens of Georgia will be sorely missed upon his retirement; and WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this remarkable and distinguished Georgian be appropriately honored. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body recognize and commend Representative Carl Gilliard for his efficient, effective, unselfish, and dedicated public service to the State of Georgia; congratulate him upon the grand occasion of his retirement; and extend the most sincere best wishes for continued health and happiness.
