A RESOLUTION

Commending First Lady Marty Kemp; and for other purposes.

WHEREAS, First Lady Marty Kemp has led a coordinated and sustained effort in the State of Georgia to combat human trafficking through legislative initiatives, enforcement strategies, and victim-centered programs that strengthen protections for survivors and increase accountability for offenders; and

WHEREAS, beginning in 2019, key legislation expanded protections for child victims by allowing emergency care without court order, prohibiting the prosecution of minors for prostitution, and increasing penalties for crimes against children, while subsequent measures provided survivors the ability to restrict access to arrest records, vacate convictions tied to their victimization, and pursue private name changes to rebuild their lives; and

WHEREAS, her leadership led to the establishment of the GRACE Commission and the Human Trafficking Prosecution Unit in 2019, which has recovered over 200 children and secured more than 70 convictions, as well as the Human Exploitation and Trafficking Unit in 2020; and

WHEREAS, in 2025, further legislative action ensured that the commercial sexual exploitation of children is prosecuted as human trafficking, representing the tenth trafficking-related measure advanced under her leadership and adopted unanimously by the General Assembly; and

WHEREAS, these efforts have additionally been supported by the development of numerous victim care initiatives, such as the establishment of Grace's Place in Gwinnett County, a residential facility providing housing and comprehensive services to sexually exploited children in foster care; and

WHEREAS, the leadership demonstrated through these legislative, enforcement, and victim support efforts has greatly strengthened the State of Georgia's response to human trafficking and improved outcomes for survivors; and

WHEREAS, it is abundantly fitting and proper that the outstanding contributions of First Lady Marty Kemp in advancing anti-human trafficking efforts and protecting vulnerable individuals be appropriately honored.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body commend First Lady Marty Kemp for her exemplary leadership in combating human trafficking in the State of Georgia as well as extend best wishes for continued success.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to make an appropriate copy of this resolution available for distribution to First Lady Marty Kemp.
