Quote the text, not the summary. A Georgia House resolution formally commends Brynn Proctor of Model High School for being named the school's 2026 STAR Student, a statewide academic recognition program. ### Plain-language summary This resolution is a ceremonial honor passed by the Georgia House of Representatives. It recognizes Brynn Proctor of Model High School as the school's 2026 STAR Student, an award given to the student in each Georgia high school who earned the highest score on the SAT college entrance exam in a single test administration and ranks in the top 10 percent or top ten students of their class. The resolution also notes that Proctor chose teacher Kelly Goldin as Model High School's 2026 STAR Teacher, since STAR Students select a teacher who supported them through high school. The resolution directs the Clerk of the House of Representatives to prepare a copy of the document for Proctor. It does not change any Georgia law, create any program, or spend any state money; it simply expresses the House's congratulations. ### What it does - Formally commends Brynn Proctor for being named Model High School's 2026 STAR Student. - States the STAR Student selection criteria: highest single-administration SAT score and top 10 percent or top ten class ranking. - Recognizes Kelly Goldin as the STAR Teacher chosen by Proctor for the award. - Directs the Clerk of the House of Representatives to produce a copy of the resolution for Proctor. ### Who it affects The resolution directly names Brynn Proctor, a student at Model High School, and teacher Kelly Goldin. It has no broader legal effect on other students, schools, or state agencies beyond this single honorary recognition. ### Why it matters The resolution carries no legal or funding consequences; its significance is symbolic recognition of a student's academic achievement by the Georgia House of Representatives, along with public acknowledgment of the teacher who supported that achievement. ### Key provisions - The preamble ('WHEREAS' clauses) explains the STAR Student and STAR Teacher recognition program and Proctor's qualifying achievement. - The resolved clause commends Brynn Proctor and expresses best wishes for continued academic success. - A further resolved clause directs the Clerk of the House to make a copy available to Proctor. ## Status - Status: Passed (2026-04-02) - Last action: House Read and Adopted (2026-04-02) - Sponsors: Eddie Lumsden, Matt Barton, Katie Dempsey - Official page: https://www.legis.ga.gov/legislation/74728 > The history, votes, and amendments (134 characters) are at https://georgiacommons.org/bills/2025-2026/hr2117.md?full=1
