## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution commends Nicholas Rucker, a physical therapist assistant student at Athens Technical College, for winning the state's 2024 GOAL award for technical college students.

### Plain-language summary

This is a ceremonial resolution from the Georgia House of Representatives, not a change to state law. It recognizes Nicholas Rucker, a physical therapist assistant student at Athens Technical College, as the 2024 statewide winner of the Technical College System of Georgia's Georgia Occupational Award of Leadership (GOAL) program. He was chosen from among 22 winners representing individual technical colleges across the state.
The resolution states that Rucker will serve as an ambassador for technical education in Georgia, representing more than 148,000 students in the Technical College System. It directs the Clerk of the House to prepare a copy of the resolution for Rucker as a keepsake. The resolution has no regulatory or funding effect; it simply expresses congratulations and best wishes on behalf of the House.

### What it does

- Formally congratulates and commends Nicholas Rucker for winning the 2024 statewide GOAL award as Georgia's outstanding technical college student.
- States that Rucker will act as an ambassador for technical education, representing more than 148,000 Technical College System of Georgia students.
- Directs the Clerk of the House of Representatives to prepare and distribute a copy of the resolution to Rucker.
- Creates no new law, funding, or regulatory requirement; it is a symbolic honor from the House.

### Who it affects

The resolution directly names Nicholas Rucker and Athens Technical College. It also references the Technical College System of Georgia and its roughly 148,000 students, though it creates no obligations for them beyond the honorary recognition.

### Why it matters

The resolution has no practical legal effect on Georgians; it is a formal statement of praise. Its significance is symbolic, publicly recognizing a technical college student's achievement and highlighting the role of Georgia's technical education system.

### Key provisions

- The whereas clauses describe the GOAL program, a 52 year partnership between Georgia business, industry, and technical colleges honoring top students.
- States Rucker was selected from 22 TCSG college-level GOAL winners as the statewide 2024 honoree.
- The resolving clause formally congratulates and commends Rucker on behalf of the House of Representatives.
- A further resolving clause directs the Clerk of the House to provide Rucker a copy of the resolution.
