## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution honors Rhea Brashear, an adult education instructor at Southern Regional Technical College, for being named the Technical College System of Georgia's 2024 Adult Education Teacher of the Year.

### Plain-language summary

This is a ceremonial resolution from the Georgia House of Representatives rather than a bill that changes state law. It recognizes Rhea Brashear, who teaches in the adult education program at Southern Regional Technical College, for winning the Technical College System of Georgia's 2024 Adult Education Teacher of the Year award.
The resolution states that Brashear was chosen from a competitive group of instructors across the state's technical college system for demonstrating strong teaching practices and leadership. The House formally congratulates and commends her, wishes her continued success, and directs the Clerk of the House to prepare a copy of the resolution for her.

### What it does

- Congratulates and commends Rhea Brashear for being named the Technical College System of Georgia's 2024 Adult Education Teacher of the Year.
- States the basis for the honor: her selection from a competitive group of technical college adult education instructors statewide.
- Directs the Clerk of the House of Representatives to prepare and distribute a copy of the resolution to Brashear.
- Creates no new law, funding, or requirement, since it is a commendation resolution rather than a bill amending Georgia statutes.

### Who it affects

The resolution directly names Rhea Brashear, an adult education instructor at Southern Regional Technical College, and references the Technical College System of Georgia, which administers the award she received.

### Why it matters

The resolution has no legal or regulatory effect on Georgians generally. Its practical impact is limited to formally recognizing Brashear's achievement in the official record of the Georgia House and providing her a keepsake copy of that recognition.

### Key provisions

- The whereas clauses describe Brashear's selection as a finalist and eventual winner of the 2024 Adult Education Teacher of the Year award from the Technical College System of Georgia.
- The resolved clause has the House congratulate and commend Brashear and wish her continued success.
- A further resolved clause directs the Clerk of the House to make a copy of the resolution available for distribution to Brashear.
