House Resolution 357 By: Representatives Jasperse of the 11th, Smith of the 138th, Prince of the 132nd, Hagan of the 156th, Jackson of the 128th, and others A RESOLUTION Recognizing and commending Seth Millican of the Georgia Transportation Alliance for his years of service and commitment to advancing transportation policy in Georgia; and for other purposes. WHEREAS, the Georgia Transportation Alliance (GTA) is the state's only organization focused solely on identifying and promoting long-term transportation solutions specifically connected to economic development and job creation; and WHEREAS, the GTA serves as the transportation arm and affiliate of the Georgia Chamber, working closely with the Georgia Department of Transportation, the Georgia Ports Authority, and other key stakeholders to ensure an efficient and safe statewide multi-modal transportation system; and WHEREAS, Seth Millican served as Executive Director of the GTA from April 2013 to November 2024, during which time he developed transportation policy solutions, supported transportation SPLOST campaigns across the state, forecasted future infrastructure investment needs, and educated community leaders to enhance Georgia's business ecosystem and quality of life; and WHEREAS, under Seth Millican's leadership, the GTA played a vital role in the passage of HB 170, known as the Transportation Funding Act of 2015, which addressed critical funding shortages by establishing dedicated recurring revenue for maintenance needs, advancing key transportation projects, and planning for future growth; and WHEREAS, as part of the Transportation Funding Act, the GTA advocated for and supported two mechanisms for local transportation funding: a regional transportation SPLOST and a single-county transportation SPLOST; and WHEREAS, Seth Millican successfully collaborated with local, state, and federal government leaders and effectively led advocacy efforts for strategic investments in Georgia's transportation network, which have since benefited all Georgians; it is critical to continue this momentum by further investing in the roads, bridges, ports, airports, and railroads that have made Georgia the top state for business; and WHEREAS, the Chairman and members of the House Committee on Transportation express their gratitude to Seth Millican for his invaluable contributions to the committee's work and success. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body recognize and commend Seth Millican for his dedication and passion for advancing transportation infrastructure in Georgia as well as extend sincere best wishes for future success in his new role. BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to make an appropriate copy of this resolution available for distribution to Seth Millican.
