## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution formally commends the Macon-Bibb County Industrial Authority for economic development efforts that the resolution says brought over $1 billion in investment to Macon-Bibb County in 2024.

### Plain-language summary

This is a commendation resolution passed by the Georgia House of Representatives, not a law that changes rights or requirements. It praises the Macon-Bibb County Industrial Authority (MBCIA) for what the resolution describes as more than $1 billion in economic investment in Macon-Bibb County during 2024, including expansions by Irving Tissue and First Quality Baby Products, YKK USA's 50 years of operation, and Embraer's new 15-year lease.
The resolution also highlights payments made through the Payment in Lieu of Taxes (PILOT) Program to the Bibb County School District and Macon-Bibb County government. It formally recognizes MBCIA's Board Chair, Executive Director, and staff, and directs the Clerk of the House to send a copy of the resolution to the MBCIA. It does not create any new law, funding, or regulation.

### What it does

- Formally commends the Macon-Bibb County Industrial Authority for economic development, investment attraction, and community partnerships in Macon-Bibb County.
- Recognizes specific named individuals, including Board Chair Robby Fountain and Executive Director Stephen Adams, for their leadership of MBCIA.
- Cites specific investment figures and business milestones, including expansions by Irving Tissue and First Quality Baby Products and a lease renewal by Embraer, as the basis for the commendation.
- Directs the Clerk of the House of Representatives to prepare and distribute a copy of the resolution to the MBCIA.
- Creates no new statute, funding, regulation, or penalty; it is a symbolic statement of praise adopted by the House.

### Who it affects

The resolution directly names and honors the Macon-Bibb County Industrial Authority, its Board Chair Robby Fountain, its Executive Director Stephen Adams, and its staff. It also references the Bibb County School District, Macon-Bibb County government, and several private companies operating in Macon.

### Why it matters

Because this is a commendation rather than a law, it has no direct legal or financial effect on Georgians. Its practical significance is symbolic: a formal, public acknowledgment by the Georgia House recognizing the economic development work credited to the MBCIA in Macon-Bibb County.

### Key provisions

- The first resolving clause commends the MBCIA for driving economic development, attracting investment, and fostering community partnerships in Macon-Bibb County.
- The second resolving clause specifically recognizes Board Chair Robby Fountain, Executive Director Stephen Adams, and MBCIA's leadership and staff by name.
- The final resolving clause directs the Clerk of the House to prepare a copy of the resolution for distribution to the MBCIA.
- The preamble (whereas clauses) cites specific figures, such as a nearly $600 million Irving Tissue expansion and PILOT Program payments of $1,941,643 and $1,929,580, as the factual basis for the commendation.
