A RESOLUTION
Congratulating and commending Brinca Y. McMickens for receiving the 2025 Yellow Rose
Nikki T. Randall Servant Leadership Award; and for other purposes.
WHEREAS, in 1999, Representative Nikki T. Randall became the first African American
female elected to the General Assembly from middle Georgia, and over her 17 years of
service as a legislator, she held numerous leadership positions, including chair of the Georgia
Women's Legislative Caucus; and
WHEREAS, every year during Women's History Month, the Georgia Women's Legislative
Caucus recognizes outstanding women in Georgia who exemplify the leadership and
inspiration embodied by Representative Randall; and
WHEREAS, Brinca Y. McMickens is a woman of unassuming greatness whose humble acts
of kindness and generosity have uplifted the entire country; and
WHEREAS, at age 11, Brinca successfully advocated for the creation of the Minority to
Majority Program in Georgia, allowing students to attend schools outside of their districts,
and she was chosen by Governor Jimmy Carter to represent Georgia in Boston,
Massachusetts, as a spokesperson to encourage the integration of public schools; and
WHEREAS, in 1999, Brinca advocated for the Olmstead Law, affirming the rights of
individuals with mental health conditions and intellectual disabilities to live in their
communities; and
WHEREAS, Brinca has led numerous community initiatives, including organizing block
parties to promote voter participation; partnering with Lady T's Homeless Ministry to provide
meals for more than 900 unhoused individuals each week; sponsoring a pocketbook drive
that distributed over 200 purses filled with personal hygiene items to homeless girls, women,
and children; and coordinating a winter hat drive that provided over 100 personally knitted
warm caps to unhoused individuals; and
WHEREAS, she has established a glowing reputation of renown throughout Georgia for her
leadership as a board member for New Kids Productions, as chair of the Lithonia Community
District, and as creator of "The Equalyzer," a community advocacy and activism podcast; and
WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this
extraordinary servant leader be appropriately recognized.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that
the members of this body congratulate and commend Brinca Y. McMickens for receiving the
2025 Yellow Rose Nikki T. Randall Servant Leadership Award and extend best wishes for
her continued success.
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to make an appropriate copy of this resolution available for distribution to
Brinca Y. McMickens.
