The House Committee on Rules offers the following substitute to HR 557:
A RESOLUTION
Creating the House Study Committee on Georgia's Investment Funds; and for other purposes.1
WHEREAS, Georgia has been named the best place to do business for several years in a row;2
and3
WHEREAS, the leadership of this state is striving to make Georgia one of the top investment4
capitals of the world; and5
WHEREAS, Georgia has a thriving business community that seeks t o attract more6
investment capital and examine conditions for potential enhance ment of growth capital7
investments; and8
WHEREAS, in 2013, the General Assembly created the Invest Georgia fund to increase the9
amount of investment available to early stages of business.10
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:11
(1) Creation of House study committee. There is created the House Study Committee12
on Georgia's Investment Funds.13

(2) Members and officers. The committee shall be composed of five members of the14
House of Representatives. The members shall be appointed by the Speaker of the House15
of Representatives. Two members shall be appointed from the Mi nority Caucus. The16
Speaker shall designate a member of the committee as chairperson of the committee.17
(3) Powers and duties. The committee shall undertake a study of the conditions, needs,18
issues, and problems mentioned above or related thereto and recommend any action or19
legislation which the committee deems necessary or appropriate.20
(4) Meetings. The chairperson shall call all meetings of the committee. The committee21
may conduct such meetings at such places and at such times as it may deem necessary or22
convenient to enable it to exercise fully and effectively its powers, perform its duties, and23
accomplish the objectives and purposes of this resolution.24
(5) Allowances and funding. The legislative members of the committee shall receive25
the allowances provided for in Code Section 28-1-8 of the Offic ial Code of Georgia26
Annotated. The allowances authorized by this resolution shall not be received by any27
member of the committee for more than three days unless additional days are authorized.28
Funds necessary to carry out the provisions of this resolution shall come from funds29
appropriated to the House of Representatives.30
(6) Report.31
(A) In the event the committee adopts any specific findings or recommendations that32
include suggestions for proposed legislation, the chairperson shall file a report of the33
same prior to the date of abolishment specified in this resolut ion, subject to34
subparagraph (C) of this paragraph.35
(B) In the event the committee adopts a report that does not i nclude suggestions for36
proposed legislation, the chairperson shall file the report, subject to subparagraph (C)37
of this paragraph.38
(C) No report shall be filed unless the same has been approved prior to the date of39
abolishment specified in this resolution by majority vote of a quorum of the committee.40

A report so approved shall be signed by the chairperson of the committee and filed with41
the Clerk of the House of Representatives.42
(D) In the absence of an approved report, the chairperson may file with the Clerk of the43
House of Representatives a copy of the minutes of the meetings of the committee in lieu44
thereof.45
(E) The report shall be filed with the Clerk of the House of Representatives by January46
14, 2026.47
(7) Abolishment. The committee shall stand abolished on December 31, 2025.48
