A RESOLUTION

Supporting the revision of the Quality Basic Education and Full-Time Equivalent funding formulas; and for other purposes.

WHEREAS, the Quality Basic Education (QBE) and Full-Time Equivalent (FTE) funding formulas are essential mechanisms for allocating resources to public schools in Georgia, ensuring that all students receive a quality education; and

WHEREAS, the current QBE and FTE formulas may not adequately address the diverse needs of all students, particularly those requiring additional support through wraparound services to thrive academically and socially; and

WHEREAS, wraparound services, including mental health support, counseling, health services, and family engagement initiatives, are critical for removing barriers to learning and promoting a holistic approach to education; and

WHEREAS, federal funding titles provide essential resources aimed at improving educational outcomes for various student populations, including Title I: Improving the Academic Achievement of the Disadvantaged; Title II: Preparing, Training, and Recruiting High-Quality Teachers, Principals, and Other School Leaders; Title III: Language Instruction for English Learners and Immigrant Students; Title IV: 21st Century Schools; Title V: Flexibility and Accountability; Title VI: Indian, Native Hawaiian, and Alaska Native Education; Title VII: Impact Aid; and Title IX: Education for Homeless Children and Youth; and

WHEREAS, additional federal provisions, including those under the Americans with Disabilities Act (ADA) and Civil Rights Act of 1964, ensure protections against discrimination and promote access to education for all students.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body support efforts to conduct a comprehensive revision of the Quality Basic Education and Full-Time Equivalent funding formulas to ensure that they adequately meet the needs of all students, particularly through the implementation and funding of wraparound services.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to make appropriate copies of this resolution available for distribution to the public and the press.
