the 85th, and Carter of the 93rd
A RESOLUTION
Recognizing and commending Marvin F. Billups Jr.; and for other purposes.1
WHEREAS, Marvin F. Billups Jr. has dedicated over 21 years of service to DeKalb County,2
Georgia, contributing significantly to the county's Parks and Recreation Department through3
his roles as deputy director and interim director; and4
WHEREAS, as deputy director, he has managed the comprehensive planning and research5
activities for a department serving more than 700,000 residents, overseeing business systems,6
resource management, and departmental coordination across multiple divisions; and7
WHEREAS, during his tenure as interim director from 2016 to 2018, he played a critical role8
in the development and direction of department programs, policies, and financial resources,9
managing capital improvement initiatives, applying for grants, and serving as a10
representative to various governmental organizations and citizens' groups; and11
WHEREAS, in addition to his leadership roles, he has provided s trategic support to the12
director of Parks and Recreation, performing in-depth research and analysis to enhance13
internal operations, improve service delivery, and ensure resource efficiency; and14

WHEREAS, his professional contributions extend beyond DeKalb County to include service15
in national and regional organizations such as the National Recreation and Park Association,16
where he has held leadership roles such as president, Board of Trustees member, and chair17
of the National Forum; and18
WHEREAS, a dedicated member of his community and professional f ield, he has19
additionally served on the Maryland State Park Advisory Commission, the Georgia Board20
of Natural Resources, and on the Board of Directors for the Family League of Baltimore and21
Safe and Sound; and22
WHEREAS, in recognition of his devoted leadership, extraordinary contributions, and lasting23
impact on the field of Parks and Recreation, he has received awards from the National Park24
Service, the Georgia Recreation and Park Society, and the Ameri can Park and Recreation25
Society; and26
WHEREAS, it is abundantly fitting and proper that the outstanding accomplishments of this27
remarkable and distinguished Georgian be appropriately recognized.28
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that29
the members of this body recognize and commend Marvin F. Billup s Jr. for his efficient,30
effective, unselfish, and dedicated service to DeKalb County, Georgia, as well as extend the31
most sincere best wishes for continued health and happiness.32
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized33
and directed to make an appropriate copy of this resolution ava ilable for distribution to34
Marvin F. Billups Jr.35
