## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution formally commends Gavin Mullinax, a Pepperell High School student, for being named the school's 2025 STAR Student.

### Plain-language summary

This is a ceremonial resolution from the Georgia House of Representatives, not a change to state law. It recognizes Gavin Mullinax, a student at Pepperell High School, for being selected as the school's 2025 STAR Student, an honor based on scoring highest on a three part Scholastic Aptitude Test administration and ranking in the top ten percent or top ten students of his class.
The resolution also notes that Gavin chose teacher Jessica West-Royal as his STAR Teacher for her support during his high school years. The resolution formally commends Gavin for his achievement and directs the Clerk of the House of Representatives to prepare a copy of the resolution for him.

### What it does

- Formally commends Gavin Mullinax for being named Pepperell High School's 2025 STAR Student.
- States the criteria for the STAR Student honor: highest score on one administration of the three part Scholastic Aptitude Test and top ten percent or top ten class ranking.
- Recognizes Jessica West-Royal as the STAR Teacher Gavin selected for her support during his schooling.
- Directs the Clerk of the House of Representatives to provide Gavin Mullinax with an official copy of the resolution.

### Who it affects

The resolution directly names and honors Gavin Mullinax, a Pepperell High School student, and his chosen STAR Teacher, Jessica West-Royal. It also involves the Clerk of the House of Representatives, who must prepare the commemorative copy.

### Why it matters

The resolution carries no legal or funding effect; it is a symbolic honor. Its practical significance is limited to public recognition for Gavin Mullinax and his teacher, and a printed keepsake copy provided by the House Clerk.

### Key provisions

- The whereas clauses describe the STAR Student selection criteria, based on Scholastic Aptitude Test performance and class rank.
- The whereas clauses note that Gavin selected Jessica West-Royal as his STAR Teacher for her guidance and support.
- The resolved clause formally commends Gavin Mullinax and wishes him continued academic success.
- A further resolved clause directs the Clerk of the House to make a copy available for distribution to Gavin Mullinax.
