House Study Committee on Reducing and Prioritizing Mandates for Public School Administration; create ## Text 25 LC 49 2403 House Resolution 887 By: Representatives Blackmon of the 146th and Erwin of the 32nd A RESOLUTION Creating the House Study Committee on Reducing and Prioritizing Mandates for Public1 School Administration; and for other purposes.2 WHEREAS, providing for public education is a primary responsibi lity of the State of3 Georgia, as enshrined in the Constitution; and4 WHEREAS, local school systems are established and maintained and under the management5 and control of local boards of education; and6 WHEREAS, providing for the education of Georgia's public school students is a7 responsibility shared by state and local governing authorities; and8 WHEREAS, the effective administration of public elementary and secondary schools in this9 state requires local boards of education, local school system administrators, and public school10 administrators to address many and varied state and federal sta tutory and regulatory11 mandates; and12 WHEREAS, the addition of new legal mandates each year to existi ng mandates, some of 13 which have become outmoded or are practically unenforceable, ca n have the unintended14 H. R. 887 - 1 - 25 LC 49 2403 effect of dividing the attention of local boards of education, local school system15 administrators, and public school administrators, with increasi ng attention paid to16 administrative matters at the expense of decreasing attention p aid to supporting and17 improving student learning; and18 WHEREAS, it is critical that state and local resources and effo rts should be primarily19 focused on supporting and improving student learning rather tha n complying with legal20 mandates, especially such mandates that have become outmoded, a re practically21 unenforceable, or are no longer the priority of state and local governing authorities; and22 WHEREAS, a review of existing mandates relating to public school administration is needed23 for legislators, education leaders, and community stakeholders to examine and evaluate best24 practices for reducing and prioritizing mandates for public sch ool administrators, and to25 recommend legislative and policy initiatives to that end.26 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:27 (1) Creation of House study committee. There is created the House Study Committee28 on Reducing and Prioritizing Mandates for Public School Administration.29 (2) Members and officers. The committee shall be composed of six members of the30 House of Representatives to be appointed by the Speaker of the House of31 Representatives. The Speaker of the House of Representatives shall designate a member32 of the committee as chairperson of the committee.33 (3) Powers and duties. The committee shall undertake a study of the conditions, needs,34 issues, and problems mentioned above or related thereto and recommend any action or35 legislation which the committee deems necessary or appropriate.36 (4) Meetings. The chairperson shall call all meetings of the committee. The committee37 may conduct such meetings at such places and at such times as it may deem necessary or38 H. R. 887 - 2 - 25 LC 49 2403 convenient to enable it to exercise fully and effectively its powers, perform its duties, and39 accomplish the objectives and purposes of this resolution.40 (5) Allowances and funding.41 (A) The legislative members of the committee shall receive the allowances provided42 for in Code Section 28-1-8 of the Official Code of Georgia Annotated.43 (B) The allowances authorized by this resolution shall not be received by any member44 of the committee for more than five days unless additional days are authorized. Funds45 necessary to carry out the provisions of this resolution shall come from funds46 appropriated to the House of Representatives.47 (6) Report.48 (A) In the event the committee adopts any specific findings or recommendations that49 include suggestions for proposed legislation, the chairperson shall file a report of the50 same prior to the date of abolishment specified in this resolut ion, subject to51 subparagraph (C) of this paragraph.52 (B) In the event the committee adopts a report that does not i nclude suggestions for53 proposed legislation, the chairperson shall file the report, subject to subparagraph (C)54 of this paragraph.55 (C) No report shall be filed unless the same has been approved prior to the date of56 abolishment specified in this resolution by majority vote of a quorum of the committee. 57 A report so approved shall be signed by the chairperson of the committee and filed with58 the Clerk of the House of Representatives.59 (D) In the absence of an approved report, the chairperson may file with the Clerk of the60 House of Representatives a copy of the minutes of the meetings of the committee in lieu61 thereof.62 (7) Abolishment.
