## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia House resolution honors Jayla Rich of Chattooga County High School as its 2025 STAR Student and recognizes teacher Stephanie Ratliff as her chosen STAR Teacher.

### Plain-language summary

This is a ceremonial resolution from the Georgia House of Representatives recognizing Jayla Rich, a student at Chattooga County High School, for being named the school's 2025 STAR Student. The STAR (Student Teacher Achievement Recognition) program honors the student in each school with the highest score on a single administration of the three part Scholastic Aptitude Test who also ranks in the top ten percent or top ten students of their class.
The resolution notes that Jayla chose educator Stephanie Ratliff as her STAR Teacher for the support and guidance Ratliff provided during her high school years. The House formally commends Jayla for her achievement and directs the Clerk of the House to prepare a copy of the resolution for her. The resolution does not change any Georgia law.

### What it does

- Formally commends Jayla Rich for being named Chattooga County High School's 2025 STAR Student.

- Directs the Clerk of the House of Representatives to prepare a copy of the resolution for distribution to Jayla Rich.

### Who it affects

This resolution directly names Jayla Rich, a Chattooga County High School student, and her chosen teacher Stephanie Ratliff. It has no broader legal effect on other students, schools, or Georgians.

### Why it matters

The resolution carries no legal or funding consequences; it is a symbolic honor. Its significance is personal and local, recognizing one student's academic achievement and the teacher who supported her, rather than changing any policy or program.

### Key provisions

- The whereas clauses describe the STAR Student criteria: the highest score on one administration of the three part Scholastic Aptitude Test and rank in the top ten percent or top ten students of the class.
