House Resolution 981
By: Representatives Lumsden of the 12th and Dempsey of the 13th
A RESOLUTION
Commending Victoria Payne, Coosa High School's 2025 STAR Studen t; and for other1
purposes.2
WHEREAS, a gifted student at Coosa High School, Victoria Payne has been recognized for3
her superlative achievement and selected as Coosa High School's 2025 STAR Student; and4
WHEREAS, to be selected as a STAR Student, a student must have obtained the highest5
score in one administration of the three-part Scholastic Aptitu de Test and be in the top 106
percent or top ten students of his or her class; and7
WHEREAS, each school has one STAR Student who in turn has the opportunity to choose8
a STAR Teacher who has been inspiring and encouraging throughou t that student's high9
school career; and10
WHEREAS, educator Roy Mitchell was chosen by Victoria as Coosa High School's 202511
STAR Teacher for the great support and guidance provided to her throughout the years; and12
WHEREAS, Victoria has personified the selfless dedication, ment al agility, verbal13
adroitness, and personal maturity necessary for superlative academic performance; and14

WHEREAS, a proper quality education for the young people of this state is the single most15
important objective of the General Assembly, and Victoria has s hown by academic16
accomplishment that the pursuit and attainment of scholastic success are within the reach of17
the students in this state; and18
WHEREAS, the State of Georgia looks with great anticipation tow ard the future of this19
bright and promising young citizen.20
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that21
the members of this body heartily commend Victoria Payne for be ing named Coosa High22
School's 2025 STAR Student and express their most sincere best wishes for continued23
academic success.24
BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized25
and directed to make an appropriate copy of this resolution ava ilable for distribution to26
Victoria Payne.27
