A BILL TO BE ENTITLED
AN ACT
To repeal an Act creating and establishing a joint airport authority for the City of Winder and1
the County of Barrow, approved March 25, 1958 (Ga. L. 1958, p. 3087), as amended,2
particularly by an Act approved March 28, 1986 (Ga. L. 1986, p. 5518), and an Act approved3
March 16, 1989 (Ga. L. 1989, p. 3764); to provide for a legislative purpose; to provide for4
the assets and liabilities thereof; to provide for related matt ers; to provide for an effective5
date; to repeal conflicting laws; and for other purposes.6
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:7
SECTION 1.8
An Act creating and establishing a joint airport authority for the City of Winder and the9
County of Barrow, approved March 25, 1958 (Ga. L. 1958, p. 3087 ), as amended,10
particularly by an Act approved March 28, 1986 (Ga. L. 1986, p. 5518), and an Act approved11
March 16, 1989 (Ga. L. 1989, p. 3764), is hereby repealed in its entirety.12

SECTION 2.13
The purpose of this Act is to transfer all assets, obligations, and responsibilities of the14
Barrow County Airport Authority to Barrow County, Georgia, to e nhance efficiency,15
streamline governance, and ensure the continued operation and management of the airport.16
SECTION 3.17
All assets, including but not limited to real property, persona l property, funds, accounts,18
credits, contractual rights, leases, agreements, permits, licenses, and any other assets of any19
kind, of the Barrow County Airport Authority shall be transferred to Barrow County on the20
effective date of this Act. Barrow County shall assume all obligations of the Barrow County21
Airport Authority, including but not limited to all outstanding debts, liabilities, and22
contractual obligations of the Barrow County Airport Authority, on the effective date of this23
Act.24
SECTION 4.25
All existing leases, contracts, and agreements entered into by the Barrow County Airport26
Authority shall remain in full force and effect and be administered by Barrow County.27
SECTION 5.28
The Barrow County Airport Authority shall be dissolved upon the completion of the transfer29
of assets and obligations to Barrow County.30
SECTION 6.31
All references to the Barrow County Airport Authority in any enactment, including but not32
limited to references in state or local laws, ordinances, resolutions, and regulations, shall be33
deemed to refer to Barrow County. Barrow County shall be the l egal successor to the34
Barrow County Airport Authority.35

SECTION 7.36
This Act shall become effective upon its approval by the Governor or upon its becoming law37
without such approval.38
SECTION 8.39
All laws and parts of laws in conflict with this Act are repealed.40
