SB 385: General Assembly; abolishment of the office of administration floor leaders; provide

Under current Georgia law (O.C.G.A. § 28-1-8), certain legislative leaders, including majority and minority leaders and administration floor leaders, can receive extra annual pay set by resolution of their chamber, on top of their regular salary. Administration floor leaders and assistant administration floor leaders are typically legislators the Governor designates to help carry the administration's agenda through the House or Senate. This bill removes administration floor leader and assistant administration floor leader from the list of positions eligible for that additional pay, leaving only the majority leader and minority leader of each chamber eligible. It also adds a new Code section, 28-1-18, stating that no such office may exist in either chamber and that no member may receive special privileges, including extra salary or office space, for being named to a position by the Governor. The bill repeals any conflicting laws but does not state a separate effective date.

• Removes administration floor leader and assistant administration floor leader from the list of legislative officers eligible for extra annual pay under O.C.G.A. § 28-1-8.
• Creates a new Code section, 28-1-18, formally abolishing the offices of administration floor leader and assistant administration floor leader in both the House and Senate.

State legislators in the Georgia House of Representatives and Senate who currently hold or could hold the title of administration floor leader or assistant administration floor leader, as well as the Governor's office, which currently designates members to those roles.

If enacted, legislators designated by the Governor as administration floor leaders would no longer receive the extra pay tied to that title, and the title itself would cease to exist, changing how legislative leadership positions and any associated perks are structured in both chambers.

• Section 1 revises O.C.G.A. § 28-1-8(a) to drop administration floor leader and assistant administration floor leader from the officers eligible for additional annual pay beyond the base legislative salary.
• Section 2 adds new Code Section 28-1-18, declaring that no office named administration floor leader or assistant administration floor leader may exist in the House or Senate.
• Section 2 also bars any member from receiving special privileges, including extra salary or office space, for being named to a position by the Governor.
• Section 3 repeals all laws in conflict with the Act, a standard provision without a stated separate effective date.
