The Senate Committee on Education and Youth offered the following substitute to SB 487:

A BILL TO BE ENTITLED

AN ACT

To amend Part 2 of Article 2 of Chapter 14 of Title 20 of the Official Code of Georgia Annotated, relating to the Office of Student Achievement, so as to establish the Education Workforce Data Governance Advisory Committee within the Office of Student Achievement to advise and assist with matters relating to collection, analysis, and use of education workforce data and educator recruitment and retention; to provide for membership of the advisory committee; to provide for meetings of the advisory committee; to provide for duties of the advisory committee; to provide for recommendations by the advisory committee; to repeal certain provisions relative to reporting on the effect of nationally certified teachers and Teacher Alternative Preparation Program teachers on student performance; to provide for automatic repeal; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.

Part 2 of Article 2 of Chapter 14 of Title 20 of the Official Code of Georgia Annotated, relating to the Office of Student Achievement, is amended by revising Code Section 20-14-28, relating to reporting on effect of nationally certified teachers on student performance, as follows:

"20-14-28.

When the state-wide comprehensive educational information system provided for in Code Section 20-2-320 becomes functional, the office shall conduct a longitudinal study of the effect of nationally certified teachers on student performance in Georgia. Thereafter, the office shall prepare an annual report addressing the question of whether nationally certified and Teacher Alternative Preparation Program teachers have improved student performance in Georgia. The office shall submit such report to the State Board of Education and shall notify the members of the General Assembly of the availability of such report in the manner which it deems to be most effective and efficient.

(a) As used in this Code section, the term 'advisory committee' means the Education Workforce Data Governance Advisory Committee established pursuant to this Code section.

(b) The director shall establish the Education Workforce Data Governance Advisory Committee, the membership of which shall comprise:

(1) One representative from the Professional Standards Commission;

(2) One representative from the Department of Education;

(3) One representative from the Department of Early Care and Learning;

(4) One representative from the University System of Georgia;

(5) One representative from the Technical College System of Georgia; and

(6) One representative from the Georgia Student Finance Commission.

(d) The advisory committee shall advise and assist the office in:

(1) Establishing goals, objectives, policies, methods, and standards for the collection, analysis, and use of education workforce data;

(2) Identifying data sources and differences in metrics used by different data sources;

(3) Creating a unified framework to reduce redundant district requests and enable efficient collaboration;

(4) Developing definitions for relevant terminology;

(5) Mapping data and exploring integration of data from the office, the Professional Standards Commission, the Department of Education, the University System of Georgia, the Technical College System of Georgia, and local school systems and other public schools;

(6) Developing a public data dashboard which shall include all data collected by the office that can be made available to the public regarding educator recruitment and retention; and

(7) Preparing the annual report regarding the Georgia education workforce provided for in paragraph (4) of subsection (a) of Code Section 20-14-27.

(e) The advisory committee shall make recommendations to the office regarding potential means of improving and supporting educator recruitment and retention.

(f) This Code section shall stand repealed on July 1, 2036."

SECTION 2.

All laws and parts of laws in conflict with this Act are repealed.
