A BILL TO BE ENTITLED
AN ACT
To amend Chapter 2 of Title 33 of the Official Code of Georgia Annotated, relating to
department and Commissioner, so as to provide for certain lobbying restrictions on the
Commissioner of Insurance within five years after leaving office; to provide for a definition;
to provide for a penalty; to provide for related matters; to repeal conflicting laws; and for
other purposes.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
Chapter 2 of Title 33 of the Official Code of Georgia Annotated, relating to department and
Commissioner, is amended by adding a new Code section to read as follows:
"33-2-35.
(a) As used in this Code section, the term 'insurance industry' means any entity regulated
by the Commissioner, including, but not limited to, an entity whose paid lobbying activities
are directed at the Commissioner or pertain to matters within the regulatory authority of the
department during the Commissioner's tenure.
(b) Any individual who has served as Commissioner shall be prohibited from registering
as a lobbyist or engaging in lobbying in the insurance industry for a period of five years
after leaving such office.
(c) Any individual who is found to have violated this Code section shall be subject to a
civil penalty not to exceed $10,000.00 per insurance industry entity for which he or she
lobbied."
SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
