A RESOLUTION
Honoring the life, service, and distinguished achievements of Dr. Xavier Marquis McCaskey; and for other purposes.
WHEREAS, Dr. Xavier Marquis McCaskey is a highly respected multidisciplinary clinician, military veteran, and Naturopathic Practitioner with more than 30 years of exemplary service, whose work has significantly advanced the fields of integrated behavioral health and whole-person healing; and
WHEREAS, as a pioneer in Integrated Behavioral Health, Dr. McCaskey has demonstrated extraordinary expertise across a broad spectrum of disciplines, including psychoanalysis, psychometry, psychopharmacology, infectious diseases, and educational psychology, contributing to a more comprehensive understanding of mental and physical wellness; and
WHEREAS, in 1993, he co-founded the Healing Minds Institute alongside his late wife, the esteemed Dr. Ronisha Anderson McCaskey, establishing a legacy rooted in holistic, culturally responsive, and transformative care that continues to impact countless individuals and families; and
WHEREAS, Dr. McCaskey has continually expanded his knowledge and professional excellence through advanced academic achievement, earning a Diploma in Naturopathic Medicine from the University of Naturopathic Medicine (2026); a Master of Science in Infectious Diseases (2026); a Master of Science in Psychopharmacology (2026); a Master of Science in Educational Psychology (2024); a Doctor of Philosophy in Pastoral Counseling and Human Services from Andersonville Seminary (2009); and a Master of Science in Counseling from Capella University (2011); and
WHEREAS, his clinical and scientific specializations include naturopathic medicine utilizing elemental thermal therapy for somatic restoration and nervous system regulation, psychopharmacology, infectious disease integration, educational psychology and psychometry, and clinical sexology, through which he has improved diagnostic precision and treatment outcomes for diverse populations; and
WHEREAS, as Chief Executive Officer of the Ronisha Anderson McCaskey Natural Healing Institute, Dr. McCaskey continues to honor and advance the enduring legacy of his late wife by promoting innovative, holistic approaches to health and wellness; and
WHEREAS, his commitment to community service is evident through decades of frontline work in gang intervention, criminal justice reform, and culturally centered healing initiatives, as well as his active membership in Phi Beta Sigma Fraternity, Incorporated, and the Association of Black Psychologists; and
WHEREAS, Dr. McCaskey has also demonstrated distinguished military service, serving his nation honorably as a Captain in the United States Coast Guard, a Captain in the United States Army, and an Ensign in the United States Navy, exemplifying leadership, discipline, and dedication across multiple branches of the Armed Forces; and
WHEREAS, his life's work is deeply inspired by and dedicated to the memory of his late wife, Dr. Ronisha Anderson McCaskey, whose vision and brilliance helped shape his philosophy and mission to develop the "Complete Man" through holistic healing and personal transformation; and
WHEREAS, Dr. Xavier Marquis McCaskey's unwavering commitment to service, scholarship, leadership, and community advancement has earned him the respect and admiration of colleagues, patients, and communities throughout the nation.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body commend Dr. Xavier Marquis McCaskey for his outstanding contributions to healthcare, military service, and community leadership, and extend their sincerest appreciation for his enduring impact on the lives of others.
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to make an appropriate copy of this resolution available for distribution to Dr. Xavier Marquis McCaskey.
