A RESOLUTION
Recognizing March 25, 2026, as Atlanta Earth Day and Women's Celebration at the Capitol
Day; and for other purposes.
WHEREAS, Georgia communities increasingly face rising temperatures and the urban heat
island effect, resulting in higher rates of heat stress and heat-related mortality; and
WHEREAS, these risks disproportionately impact vulnerable groups, including older
women, pregnant women, unaccompanied female adults, outdoor workers, female farm
workers, warehouse workers, and disabled and low income community members with limited
access to cooling or transportation; and
WHEREAS, heat-related illness and death can be significantly reduced through greater
public understanding of heat risks, effective preparedness, and coordinated community
planning; and
WHEREAS, the cities and counties of the State of Georgia currently lack Heat Action Plans
or designated Chief Heat Officers to lead heat prevention, response, and adaptation
strategies; and
WHEREAS, expanding risk literacy in public spaces such as libraries and government
institutions, and through government-supported media partners, is essential to helping the
public recognize and respond to heat hazards, thereby protecting lives and strengthening
community heat resilience; and
WHEREAS, Hugi Hernandez and the Egreenews team have created hundreds of educational
videos using generative AI that enhance risk literacy and empower residents to make
informed decisions during extreme heat events; and
WHEREAS, Atlanta Earth Day and Women's Celebration at the Capitol Day bring together
elected officials, students, and the business community, including climate tech professionals,
disaster remediation, and disability and gender diversity leaders, to highlight the need for a
statewide Heat Action Plan for Georgia and to advance public risk awareness initiatives; and
WHEREAS, Georgia influencers and partners—including Evan Robert Brown, Dr. Cynthia
Harper, Rebecca Knight-Duffy, Dr. Jasmine Clark, Kyle Dickson, Professor Angelia
Pressley, the Apex Museum, Zero Hour LLC, the Latinos in Information Technology
Association, and EdisasterX—play a vital role in promoting risk literacy and supporting the
creation of an ongoing Heat Action Plan for the state.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body
recognize March 25, 2026, as Atlanta Earth Day and Women's Celebration at the Capitol Day
and commend Hugi Hernandez, the founder of Egreenews, and their friends and partners for
promoting risk literacy and supporting the creation of a Heat Action Plan for the people of
Georgia.
BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
to make appropriate copies of this resolution available for distribution to the public and the
press.
