## Summaries written by Georgia Commons

The following was written by claude-sonnet-5 from the text above and is not part of the resolution. Quote the text, not the summary.

A Georgia Senate resolution formally recognizes and commends Donald Newman of Mount Zion for 44 years on the city council and decades of other community service in Carroll County.

### Plain-language summary

This is a ceremonial resolution from the Georgia Senate, not a change to state law. It honors Donald Newman, who has served 44 consecutive years on the Mount Zion City Council and is believed to be the longest-serving city council member in Georgia. The resolution also recounts his service on the Carroll County Water Authority board, his role founding and chairing the Mt. Zion/Carroll County Primary Health Care Clinic, and his leadership roles at Five Points Baptist Church in Waco, Georgia.
The resolution formally states that the Senate recognizes and commends Newman for his public service, and it directs the Secretary of the Senate to prepare a copy of the resolution for distribution to him. It does not create any new law, funding, or requirement.

### What it does

- Formally states that the Georgia Senate recognizes and commends Donald Newman for his public service to the state.
- Directs the Secretary of the Senate to prepare and distribute a copy of the resolution to Donald Newman.
- Creates no new law, funding, or ongoing obligation; it is a symbolic honor rather than a policy change.

### Who it affects

The resolution directly names and honors Donald Newman, a Mount Zion City Council member. It also references the Carroll County Water Authority, the Mt. Zion/Carroll County Primary Health Care Clinic, and Five Points Baptist Church, though it imposes no obligations on them.

### Why it matters

The resolution has no legal or budgetary effect on Georgians generally. Its practical significance is limited to formally documenting the Georgia Senate's public recognition of one individual's decades of local civic and community service in Carroll County.

### Key provisions

- The resolved clause states the Senate's recognition and commendation of Donald Newman for his public service to Georgia.
- A further resolved clause directs the Secretary of the Senate to make a copy available for distribution to Newman.
- The whereas clauses recount his 44 years on the Mount Zion City Council, 44 years on the Carroll County Water Authority board, and his church and health clinic leadership roles, providing background rather than operative law.
